Europe’s Ports Go Green: New Training Initiative Aims to Transform the Maritime Workforce

BLUE PORTS project prepares port professionals across Europe to lead the transition toward sustainable and low-emission maritime operations

Ports are a cornerstone of the European economy and global supply chains. Across the continent, more than 1,200 ports support approximately 2.5 million jobs, connecting industries, communities, and international markets. Yet the maritime sector also faces a major environmental challenge: maritime transport accounts for about 4% of the European Union’s total CO₂ emissions, with roughly 7% of these emissions occurring while ships are docked at port berths.

Reducing these emissions is essential for meeting Europe’s climate goals. However, many ports—especially smaller and medium-sized facilities—lack the specialized skills, knowledge, and competencies needed to implement greener and more efficient operations.

To address this gap, the BLUE PORTS project, supported by the European Maritime, Fisheries and Aquaculture Fund (EMFAF), has launched an ambitious effort to empower port communities with the training needed for a sustainable transition. The initiative focuses on helping small and medium-sized ports reduce their environmental footprint while remaining economically competitive.

Building Skills for the Green Port Transition

The BLUE PORTS initiative brings together partners from Greece, Spain, Italy, and Georgia, creating a collaborative network that includes universities, research institutions, industry representatives, public authorities, and civil society organizations.

At the heart of the project is the development of a cross-border training and certification scheme compliant with ISO/IEC 17024 standards. The program targets port authority personnel and port operations service providers, equipping them with the expertise needed to modernize port operations and reduce environmental impacts.

The training program is fully digitalized and available in five languages: English, Greek, Spanish, Italian, and Georgian. Participants receive instruction on a wide range of topics critical to sustainable maritime operations, including:

• Climate change mitigation

• Energy transition strategies

• Alternative maritime fuels

• Circular economy practices

• Environmental protection

• Digitalization and automation in port operations

Participants who complete the training can attend preparatory sessions and certification exams, allowing them to obtain recognized credentials that strengthen their professional qualifications.

Strengthening Careers in the Blue Economy

Beyond environmental benefits, the program is designed to expand opportunities for workers within the blue economy. Certified professionals gain greater career prospects, enhanced mobility, and improved professional development pathways, while the maritime sector benefits from a growing pool of specialized personnel capable of implementing sustainable practices.

According to Stavroula Tournaki of the Technical University of Crete, who coordinates the project:

“Ports can only become greener and smarter if the people working in them have the proper skills. With BLUE PORTS, we are building Europe’s first recognised certification scheme for sustainable port operations, co-designed with the port ecosystem and aligned with real sector needs.”

Industry Collaboration Through National Technical Committees

A key component of the project is the establishment of BLUE PORTS National Technical Committees in the four participating countries. These committees include representatives from across the port ecosystem, such as employers, employees, training providers, and regulatory authorities.

Their role is to ensure that the training program reflects the real needs of the maritime industry, identifying skills shortages, strategic priorities, and evolving market demands. This collaborative structure also supports the broader adoption of the certification scheme, aligning educational programs with industry expectations.

Ambitious Targets for Workforce Development

The BLUE PORTS project team aims to certify more than 150 port professionals during the initial phase while engaging 200 young talents through courses and career-oriented events.

Looking ahead, the initiative has an even larger goal: reaching more than 1,600 certified workers by 2030. The program’s scalable design allows it to be adopted across Europe, particularly in the Mediterranean and Black Sea regions, where ports play a central role in trade and regional development.

Supporting Europe’s Blue Economy Policies

The project aligns with several major European policy frameworks, including the Sustainable Blue Economy Strategy, the Circular Economy Action Plan, and the European Skills Agenda. It also contributes to the goals of the European Ocean Pact and the EU Ports Strategy, both of which emphasize strengthening the competitiveness and sustainability of Europe’s maritime sector.

By equipping port workers with the skills required for the green transition, BLUE PORTS represents a significant step toward making Europe’s maritime infrastructure cleaner, smarter, and more resilient in the years ahead.
