New Two-Year Framework Establishes Binding Limits to Protect Marine Ecosystems and Coastal Communities

MALÉ — In a major step for international marine conservation, the European Union and Australia have successfully established a breakthrough agreement to safeguard the future of the Indian Ocean swordfish.

The measure was officially adopted at the 30th annual meeting of the Indian Ocean Tuna Commission (IOTC), held from May 11 to 15, 2026, in Malé, Maldives. Based on a joint proposal spearheaded by the EU and Australia, the landmark agreement introduces binding fishing limits designed to prevent overfishing of this iconic apex predator.

A Science-Backed Framework for Sustainability

The newly approved regulations align directly with the Total Allowable Catches (TAC) defined by the IOTC in 2024, which relied heavily on the latest scientific data to assess stock health.

The management measure will be active for an initial period of two years, spanning 2027 and 2028. By setting strict quotas for all major fishing nations operating within the region, the framework guarantees a clear, transparent, and predictable ecosystem for regional fleets, ensuring that the total allowable catch is not overshot.

Protecting Coastal Livelihoods

The implementation of these caps is a vital socio-economic victory for coastal communities that depend on regional marine resources. Swordfish serve as a financial backbone for local economies, particularly within the EU’s Outermost regions of La Réunion and Mayotte, where small-scale fishers rely on sustainable stocks for their long-term survival.

Under the fresh IOTC guidelines, European fleets have been granted a specific yearly catch ceiling of 6,356 tonnes (approximately 7,006 US tons) for both 2027 and 2028.

Global Governance and Broad IOTC Progress

The European Commission hailed the agreement as a significant triumph for its international ocean governance strategy. As an active member of 18 Regional Fisheries Management Organisations (RFMOs) globally, the EU uses its prominent position to advocate for international resource sustainability and combat illegal fishing practices.

The milestone session in Malé, chaired by Mr. Adam Ziyad of the Maldives, concluded with the adoption of eight wide-ranging conservation and management measures. Beyond protecting swordfish, the IOTC successfully finalized an historic allocation framework for yellowfin tuna, capped at 436,867 tonnes (approximately 481,563 US tons) for 2027–2028. The commission also tightened restrictions on at-sea transshipments and approved enhanced monitoring protections for vulnerable Mobula rays.

The Indian Ocean Tuna Commission (IOTC) is an intergovernmental organization that coordinates the management of tuna and tuna-like species across the Indian Ocean. It brings together coastal states bordering the ocean alongside international nations holding fishing interests in the region.
