The Vigo Fishermen's Association warns that fleet aging and the lack of generational renewal threaten Europe's food autonomy.

The Vigo Fishermen's Association (ARVI) has published the ARVI2026 Declaration, a strategic document presented on 10 September 2026 in Vigo in which it calls for urgent structural decisions to ensure the economic viability and competitiveness of the Spanish and European fishing fleet looking ahead to 2035.

The vessel owners' organization highlights that the Spanish fleet represents a fundamental strategic asset for Europe due to its direct contribution to employment, the economy, and the food supply. However, the organization warns that critical challenges such as progressive fleet aging, loss of competitiveness against third countries, and the lack of generational succession jeopardize the sector's leadership.

Among its key proposals, ARVI positions the Special Register as the primary tool to safeguard the future of the fleet operating in international and third-country waters. A dedicated business framework of this nature would protect competitiveness, encourage investment, and prevent the loss of strategic companies, vessels, and jobs in Spain.

Furthermore, the organization urges Spain and the European Union to promote a stable, funded renewal plan. This program must facilitate the replacement of obsolete vessels with safer, more energy-efficient, and sustainable units. In the workforce and leadership spheres, ARVI calls for active support in training, management access, and business succession for new generations, emphasizing that the sector needs young people ready to lead and innovate.

The declaration also stresses that environmental sustainability cannot exist without economically viable companies. Consequently, European authorities are requested to ensure fair competition conditions and avoid hyper-regulation that drives EU operators out of the market. ARVI underscores the key role of the high-seas fleet, distant-water fleet, and Spanish joint ventures in third countries as essential pillars of European food autonomy, calling for a fisheries policy grounded in science, administrative simplification, investment, and innovation.
