Executive Ratifies Closure of Industrial Anchovy Season Amid Juvenile Retreat and Diverts Fishing Effort Toward 280,000 Tonnes of Alternative Species

LIMA — The Ministry of Production (PRODUCE) has officialized the implementation of a drastic restructuring along the Peruvian coastline to contain the impact of the Coastal El Niño Phenomenon. Through Ministerial Resolution No. 00322-2026-PRODUCE, published in the official gazette El Peruano, the Executive approved the "Emergency Plan for the Fisheries and Aquaculture Subsectors". The measure comes in response to alerts from the ENFEN Committee regarding persistent extraordinary thermal anomalies in Peruvian waters.

The regulation ratifies the definitive closure of the first industrial anchovy season in the North-Central Zone. Scientific reports from the Marine Institute of Peru (IMARPE) confirmed that the species stock remains extremely concentrated near the coastline, showing a critical presence of juveniles measuring between 5 and 10 centimeters. Massive industrial catches under these biological conditions would severely threaten the long-term sustainability of the resource.

Lifeline for the Sector and Alternative Species

To offset the industrial standstill, the Minister of Production detailed a complementary package of 19 regulatory measures for socioeconomic mitigation. The core strategy aims to diversify the fishing effort of the national fleet toward a special quota of 280,000 tonnes of alternative species that are more tolerant of warmer waters.

The fishery management framework prioritizes the landing and commercialization of key resources such as bonito, jumbo flying squid, chub mackerel, jack mackerel, mahi-mahi, and smooth hammerhead shark. Additionally, the emergency plan includes the deployment of a temporary job pool. This mechanism aims to reinsert industrial crew members affected by the prolonged closure into agro-industrial activities in coastal regions including Áncash, La Libertad, Lambayeque, and Ica.
