Aquaculture expansion strengthens agricultural diversification and rural employment in northern India

Uttar Pradesh, the most populous state in India with more than 240 million inhabitants, is poised for a significant expansion in its fisheries sector after receiving investment proposals worth ₹1,407 crore, equivalent to approximately ₹14,070 million or US$168.8 million (at an exchange rate of ₹83 per US dollar).

State authorities reported that these projects could generate more than 2,000 jobs for young people over the coming years, particularly in districts such as Varanasi, Barabanki, and Amethi.

Strategic push to strengthen the fisheries value chain

The Uttar Pradesh Fisheries Department has already begun preparatory work to convert these proposals into concrete projects. The investments include:

  • Fish processing plants

  • Fish feed manufacturing

  • Logistics and cold chain infrastructure

  • Development of technologically advanced aquaculture farms

These areas are considered essential to strengthening the fisheries value chain, reducing post-harvest losses, and enhancing the state’s competitiveness in the domestic market.

A significant portion of the investment commitments emerged during the Meen Mahotsav held in late February, where companies expressed interest in around ₹1,200 crore (approximately US$144 million).

Earlier, in December, additional proposals worth ₹207 crore (around US$24.8 million) were received during the Matsya Nivesh Shikhar Sammelan forum. Together, these commitments form the current investment pipeline.

Major projects and corporate players

Among the most prominent projects are:

  • Oro Sundaram Foods and Feeds Private Limited, which plans to invest ₹300 crore (approximately US$36 million) in Varanasi.

  • Probus Smart Things Private Limited, Godrej Agrovet Limited, and Nexgen, each proposing investments of around ₹200 crore (about US$24 million each).

  • Deepak Nexgen Feeds Private Limited, which plans to invest ₹100 crore (around US$12 million) in Barabanki to establish a fish feed plant.

Additionally, Nexgen Feeds Private Limited, headquartered in Andhra Pradesh, has proposed setting up a fish processing facility in the state with an estimated investment of ₹200 crore (US$24 million).

Company representatives stated:

  • The processing plant is expected to be completed by 2028 and generate more than 150 direct jobs.

  • The feed plant in Barabanki is targeted for completion by 2027, with an estimated 300 jobs.

Aquaculture as a driver of rural growth

India’s fisheries sector has experienced sustained growth over the past decade. According to central government data, India is currently the third-largest fish producer in the world and the second in aquaculture, with annual production exceeding 16 million metric tons.

In this context, Uttar Pradesh seeks to position itself as a key national player. Traditionally known for wheat, rice, and sugarcane production, the state is now promoting rural income diversification through aquaculture.

Experts note that expanding processing capacity and feed production can:

  • Increase farm productivity.

  • Reduce dependence on inputs from other states.

  • Improve access to national and international markets.

  • Raise incomes for small-scale producers.

Medium-term outlook

State officials emphasize that the scale and diversity of these proposals reflect growing private sector interest in fisheries as a profitable and scalable agribusiness segment.
