China-Backed Grandeast Seafood Seeks Guyana Fishing Licenses to Solve Supply Crisis

Chinese-owned Processor Proposes Six-Vessel Fleet to Unlock Full Potential of $20 Million Investment

GEORGETOWN – Grandeast Seafood Inc., a major player in the local fishing sector and a subsidiary of the China-based Hong Dong Fisheries Co., Ltd., has officially applied for Guyana fishing licenses to operate six of its own vessels. The move, detailed in a letter dated February 19 to the Chief Fisheries Officer of the Fisheries Department within the Ministry of Agriculture, marks a strategic shift for the company as it seeks to bypass chronic raw material shortages.

Since its launch on July 3, 2018, Grandeast has poured approximately US$20 million into a state-of-the-art facility designed to be a hub for both local and international markets. However, the company revealed that production figures are currently a fraction of the plant’s true capacity. While the facility is engineered to handle 5,000 to 6,000 metric tonnes of fish and 10,000 to 12,000 metric tonnes of shrimp annually, actual output has plateaued at just 2,500 metric tonnes of fish and 700 metric tonnes of shrimp.

In an official statement, the company identified the bottleneck:

“One of the main challenges currently faced by the company however, is the inconsistent supply of raw materials, which has resulted in under-utilization of the licensed processing facility. Despite having the capacity to process significantly higher volumes, production is constrained by limited and irregular access to fish and shrimp, affecting operational efficiency, employment continuity, and the company’s ability to meet export demand.”

Despite these hurdles, Grandeast has maintained a steady export presence, primarily servicing China and Jamaica. To date, the company has exported 2,450 metric tonnes of fish valued at US$4 million and 670 metric tonnes of shrimp worth US$6 million.

Under the leadership of General Manager Junyu Wu—a veteran with over 30 years in international trade—alongside Director Tao Huang and Secretary Xingjian Dong, the company argues that securing these Guyana fishing licenses is the only way to stabilize the business. The proposal emphasizes that the six vessels will operate in specific zones to avoid conflict with Guyanese artisanal fishermen and will strictly adhere to national fisheries laws.

The company also highlighted the potential for local economic growth, noting that the expansion would create new jobs and provide technical training for Guyanese crews, leveraging the global expertise of its parent firm, Hong Dong Fisheries Co., Ltd.

As the Ministry of Agriculture reviews the application, Grandeast maintains that its operations remain fully compliant with food safety, environmental, and tax regulations, asserting its commitment to a sustainable partnership with the Guyanese government.
