Federal Backing Sparks Groundbreaking Tech Partnership to Solve Atlantic Mackerel Mystery

The National Oceanic and Atmospheric Administration (NOAA) Fisheries has launched a massive cooperative research initiative to study the elusive Atlantic mackerel, backing the effort with a US$2.3 million investment for the current fiscal year.

By partnering directly with the Northeast fishing industry, the agency aims to leverage advanced technology to gather crucial data on the species' population dynamics and resolve long-standing uncertainties that have plagued recent stock assessments.

Mobilizing the Fleet for Advanced Science

The ambitious project will mobilize more than 50 fishing vessels across the region. Rather than relying solely on traditional government research vessels, scientists are putting industry expertise to work on the water. Participating commercial fishers will be actively involved in several critical areas:

  • Developing active acoustic technologies to detect and quantify fish schools.

  • Collecting biological samples for detailed laboratory analysis.

  • Tagging mackerel to track their migrations between US and Canadian waters.

  • Conducting specialized egg surveys to map out spawning patterns.

  • Testing new hypotheses regarding the ecosystem drivers that dictate mackerel abundance.

This collaborative model is built upon the Northeast Fisheries Science Center’s 20-year track record of successful cooperative research, which bridges the gap between regulatory science and real-world observations.

“Cooperative research is critical because it brings to bear the combined knowledge of fishermen and scientists. This allows us to make smarter management decisions,” explained NOAA Fisheries Assistant Administrator Eugenio Piñeiro Soler.

Bridging the Data Gap

The urgent need for this study stems from a clear disconnect between official data and what fishers are seeing on the water. While official assessments previously noted a decline in spawning stock biomass, the commercial fleet has reported a noticeable increase in abundance.

Because Atlantic mackerel are most widely distributed during the winter and early spring, they rarely overlap with standard federal fisheries surveys. This research intends to fill that blind spot by developing analytical methods and acoustic tools tailored to the fleet's winter operations, ultimately characterizing mackerel spawning seasonality on the U.S. continental shelf.

Economic Stakes and Future Outlook

The stakes are high for coastal communities, as the Atlantic mackerel fishery is valued at up to US$23 million. Beyond its commercial worth, the species plays a vital ecological role as a primary forage fish in the Atlantic food web.

The findings from this initiative will be directly integrated into future stock assessments and management strategies. To maintain transparency, NOAA Fisheries plans to hold annual meetings with industry stakeholders to share data updates. Furthermore, the agency is already holding workshops with the fleet to build a similar collaborative research framework for Atlantic herring.

Ultimately, this initiative aligns with the federal Executive Order on Restoring American Seafood Competitiveness by modernizing data collection, pursuing Exempted Fishing Permits to expand research opportunities, and ensuring that future management of this US$23 million resource is guided by robust, shared science.
