Japan Anticipates Lower Arrivals of Pacific Sardine, Mackerel, and Horse Mackerel Through December

Coastal water temperatures will range from "near normal" (*2) to "extremely high" (*2) west of Shionomisaki; from "low" (*2) to "high" (*2) in Kumano-nada; from "slightly low" (*2) to "slightly high" (*2) in the area between Enshu-nada and Sagami Bay (shifting to "slightly high" or "extremely high" during warm water incursions); from "slightly high" to "extremely high" in the Izu Islands region (with temporary drops to "extremely low" (*2) or "slightly low"); and from "slightly low" to "high" in the region extending from Boso to the southern Joban area. *1 Kuroshio Current classification based on its path from the waters off Enshu-nada to the waters surrounding the Izu Islands: Type N: Passes north of Hachijojima; southernmost point is north of 33°N. Type B: Passes north of Hachijojima; southernmost point is south of 33°N. Type C: Passes south of Hachijojima. *2 Near normal = approx. ±0.5°C relative to the seasonal average; Slightly high/low = approx. ±1.0°C; High/low = approx. ±1.5°C; Extremely high/low = ±2.5°C or greater.

Meanwhile, Japanese jack mackerel (Trachurus japonicus) is expected to remain below year-on-year levels across most fishing areas, while chub mackerel (Scomber japonicus) and spotted mackerel (Scomber australasicus) will continue at low levels.

The FRA forecast combines resource research surveys, oceanographic observations, and report data from fisheries organizations. The agency emphasized that the document disaggregates predictions by region and gear type; thus, it should be interpreted as an expectation of school movements and availability rather than a landing result or a new quota determination.

Oceanographic conditions also display notable variability. The Kuroshio current is expected to maintain a predominant N-pattern, with potential temporary fluctuations through September. Coastal sea surface temperatures during this period are projected to fluctuate above and below historical averages depending on the region, with localized episodes of elevated water temperatures.

This biological outlook serves as a key signal for fleet operational planning, raw material procurement, and processing plant utilization within the seafood supply chain. If these projections materialize, processors of small pelagic species may face supply constraints during the peak season.

The FRA noted that these reports aim to support the sustainable use of marine resources, stabilize fishery management, and optimize operational efficiency. Actual developments will be continuously evaluated against landing statistics, upcoming stock assessments, and evolving oceanographic conditions.
