Expert report published by the European Parliament highlights MSC certification of Iberian sardine

The study underlines the eco-label as a key market incentive driving cross-border fisheries cooperation between Spain, Portugal, and France.

A new scientific study commissioned by the European Parliament's Committee on Fisheries (PECH) has analyzed the joint management of shared fish stocks in the Western Waters, highlighting the fundamental role of MSC (Marine Stewardship Council) certification. The report emphasizes that this standard functions as a decisive market incentive to align administrations, scientists, and the fishing sector toward sustainability.

The document, titled "Cross-border cooperation in fisheries management: Best practices from the Western Waters" (PE 776.013), was published in June 2026 to provide technical support for the PECH Committee workshop scheduled for July 15, 2026. The study was authored by researchers Cristina Pita, Xochitl Elias Ilosvay, Priscila Silva, and Mónica Mandado from the Institute of Marine Research (IIM-CSIC) in Vigo.

The analysis evaluates two specific cases identified as international examples of best practices: the cooperation between Portugal and Spain for the management of the Iberian sardine (Sardina pilchardus), and the Franco-Spanish collaboration for the Bay of Biscay anchovy (Engraulis encrasicolus).

The section dedicated to the Iberian sardine describes a trajectory of more than a decade aimed at recovering the stock's biomass, based on multiannual management plans, harvest control rules (HCR), seasonal closures, and coordinated scientific monitoring between the Spanish Institute of Oceanography (IEO) and the Portuguese Institute of the Sea and Atmosphere (IPMA).

In 2025, the purse seine fleets of both countries achieved a historic milestone by jointly attaining MSC certification for the Atlantic coast Iberian sardine. This is the first time that fleets from two Member States have obtained a coordinated environmental label. The certification is valid for five years, until 2030, and directly involves:

  • 317 purse seine vessels (132 Portuguese and 185 Spanish).

  • 15 producer organizations (POs).

  • 3 Portuguese industrial associations for processing and distribution.

Meanwhile, the Bay of Biscay anchovy case illustrates the transition from precautionary management to a rigorously scientific model based on spawning biomass estimates. After suffering a collapse in 2005 that forced a decreed closure of the fishery, the sector recovered under the umbrella of the Common Fisheries Policy and the Getaria Agreement, the latter renewed in 2025. Within this framework, the Cantabrian purse seine fishery positioned itself in 2015 as the first of its kind in Europe to obtain the MSC seal, revalidating this status in 2020.

The main conclusion of the academic report determines that commercial incentives reinforce cooperative governance. The authors specifically note that the certification of the Iberian sardine acts as a mechanism that has stimulated multisectoral collaboration, supporting the implementation of sustainable management measures. Being an external and independent evaluation from the certification body's own organs, the European Parliament ratifies that the certification model provides a tool that translates regulatory demands into real competitive advantages for the fisheries value chain.
