PRODUCE Strengthens Conservation and Management Measures for Jumbo Squid Fishing on the High Seas

The new regulation aligns Peru with the standards of the South Pacific Regional Fisheries Management Organisation (SPRFMO) and strengthens control, traceability, and sustainability of jumbo squid, one of the country’s most important fishery resources.

The Ministry of Production (PRODUCE) has officially strengthened conservation and management measures for the extraction of jumbo squid (Dosidicus gigas) on the high seas through Ministerial Resolution No. 000016-2026-PRODUCE. The regulation is mandatory for all Peruvian fishing vessels registered with the SPRFMO, the international body responsible for managing fishery resources in the South Pacific.

According to the resolution, vessels must comply with the official registry of authorized vessels, the mandatory use of the Vessel Monitoring System (VMS), and the implementation of an onboard observer program. These mechanisms are key to preventing illegal, unreported, and unregulated (IUU) fishing, as well as ensuring traceability of catches from the point of harvest to destination markets.

The Vice Minister of Fisheries and Aquaculture, Jesús Barrientos, stated that these provisions “reaffirm the commitment of the Peruvian State to responsible fishing, based on scientific evidence and aligned with international standards, ensuring the conservation of the jumbo squid resource and its sustainable use over time.”

One of the main contributions of the regulation is the introduction of a mandatory catch and fishing effort logbook format for artisanal vessels of up to 15 meters in length operating on the high seas. Barrientos explained that this information will improve monitoring of fishing activity, strengthen management decision-making, and ensure that fishers operate within a framework of legality and proper regulation.

Jumbo squid is considered a strategic resource for the country. According to sector data, Peru ranks among the world’s leading producers of jumbo squid, with landings in recent years exceeding 500,000 metric tons annually, generating thousands of direct and indirect jobs and exports valued at hundreds of millions of dollars, mainly to markets in Asia, Europe, and the United States.

In this context, PRODUCE reported that, through its general directorates and in coordination with regional governments, the Peruvian Navy, and the Peruvian Marine Research Institute (IMARPE), it will carry out outreach, training, and supervision actions to ensure effective compliance with the resolution.

With these measures, the country seeks not only to ensure the sustainability of the jumbo squid resource, but also to strengthen Peru’s international reputation as a nation committed to the responsible management of its marine resources and compliance with conservation rules on the high seas.


 PRODUCE、高海域におけるジャンボイカ漁業の保全・管理措置を強化

*新たな規則は、ペルーを**南太平洋地域漁業管理機関(SPRFMO)*の基準に整合させ、同国の主要水産資源の一つであるジャンボイカ漁業における管理、トレーサビリティ、持続可能性を強化する。

生産省(PRODUCE)は、省令第000016-2026-PRODUCEを通じて、高海域におけるジャンボイカ(Dosidicus gigas)の漁獲に関する保全および管理措置の強化を正式に発表した。本規則は、南太平洋の漁業資源を管理する国際機関である南太平洋地域漁業管理機関(SPRFMO)に登録されたすべてのペルー漁船に対して適用される。

同省令によると、対象となる漁船は、認可船舶の公式登録船舶監視システム(VMS)の義務的使用、および船上オブザーバー・プログラムの実施を遵守しなければならない。これらの仕組みは、違法・無報告・無規制(IUU)漁業の防止や、漁獲物のトレーサビリティ確保に不可欠である。

ペスカ・養殖担当副大臣ヘスス・バリエントス(Jesús Barrientos)は、「これらの措置は、科学的根拠に基づき、国際基準に沿った責任ある漁業へのペルー国家のコミットメントを再確認するものであり、ジャンボイカ資源の保全と長期的な持続的利用を確保する」と述べた。

本規則の主な特徴の一つは、高海域で操業する全長15メートル以下の沿岸・小規模漁船を対象に、漁獲量および漁獲努力の記録様式を義務化した点である。バリエントス副大臣は、これにより漁業活動のモニタリングが強化され、資源管理に関する意思決定の質が向上し、漁業者が合法かつ秩序ある枠組みの中で操業できると説明した。

ジャンボイカは、ペルーにとって戦略的に重要な水産資源である。関係機関のデータによると、同国は世界有数のジャンボイカ生産国の一つであり、近年の年間水揚げ量は50万トン超に達している。これにより、数千人規模の直接・間接雇用が創出され、アジア欧州米国を中心に、数億米ドル規模の輸出が行われている。

PRODUCEは、各総局を通じて、地方政府ペルー海軍、およびペルー海洋研究所(IMARPE)と連携し、本省令の遵守を確実にするための周知、研修、監督活動を実施するとしている。

これらの措置を通じて、ペルーはジャンボイカ資源の持続可能性確保だけでなく、高海域における保全規則を遵守し、海洋資源の責任ある管理に取り組む国としての国際的評価のさらなる向上を目指している。
