Global Market Update: Strong Start for Norwegian Herring, Sharp Decline for Mackerel

Record herring landings boost exports, while quota cuts and policy changes hit mackerel markets

The global market situation for Norwegian pelagic fish shows a clear divide at the start of the year. Norwegian herring is enjoying strong catches, rising export volumes, and solid demand, while mackerel exports have fallen sharply due to steep quota reductions and changing international regulations.

Solid Start to the Year for Herring

In January, Norway exported 27,255 tonnes of herring with a total value of NOK 574 million. This represents an increase of NOK 140 million, or 32 per cent, compared with the same month last year. Export volumes also rose significantly, up 31 per cent year-on-year.

The largest markets for Norwegian herring in January were Poland, Lithuania, and Egypt.

January was an exceptionally strong month for herring fisheries. With a quota that is 33 per cent higher than last year, combined with very good fishing conditions, a total of 121,000 tonnes of herring were landed.

“We have to go back to 2012 to find higher landing figures. This is fuelling exports,” says Jan Eirik Johnsen, Head of Pelagic Species at the Norwegian Seafood Council.

Norwegian Spring-Spawning Herring a Bright Spot

At a time when the pelagic industry is under pressure from declining quotas for several species, Norwegian spring-spawning herring (NVG) stands out as a key bright spot.

Demand remains stable and strong for the largest fillet products, which have maintained stable prices in euros, even as export volumes increase. Poland and Lithuania continue to be the most important markets for these products.

 

There has also been solid growth in exports of whole frozen herring, with Egypt and Nigeria as the largest destinations.

“Egypt has long been a large and important market for whole frozen herring, while Nigeria comes in when small herring at low prices are available,” explains Johnsen.

“It’s good to see that both herring catches and exports are at a good level. For the pelagic industry, these are demanding times, and NVG herring is clearly the bright spot,” he adds.

Sharp Fall in Mackerel Exports

In contrast, mackerel exports saw a steep decline in January. Norway exported 9,086 tonnes of mackerel, worth NOK 478 million. This is a drop in value of NOK 280 million, or 37 per cent, compared with January last year. Export volume fell dramatically, down 63 per cent.

The largest markets for Norwegian mackerel in January were South Korea, China, and the USA.

A key reason for the decline is the sharp reduction in the mackerel quota, which has been cut by 53 per cent compared with last year. This reduction is expected to significantly affect both catches and exports throughout the year.

In addition, new regulations in the United Kingdom are further limiting access to raw materials.

“The UK has introduced a requirement for its own vessels to land at least 70 per cent of their mackerel catches domestically. This deprives the Norwegian industry of the opportunity to compete for the raw material and will further affect exports,” says Jan Eirik Johnsen.

Lowest January Volume in 36 Years

In January, only 7,500 tonnes of mackerel were landed in Norway, marking the lowest January landing figure in decades.

“We have to go way back to find such a low figure. Exports of around 9,000 tonnes in January are also historically low. We have to go back to 1990 to find a lower January export volume,” explains Johnsen.

Despite the drop in volume, prices remain high. Compared with January 2025, the price of whole frozen mackerel under 600 grams is 65 per cent higher, although prices did fall slightly compared with December.

Expecting a Significant Drop in Consumption

Looking ahead, the outlook for mackerel remains challenging.

“2026 will be a very unusual year for mackerel. Global supply is not sufficient to meet demand, and prices have risen sharply,” says Jan Eirik Johnsen.

He warns that the full impact of rising prices has not yet been felt in consumer markets.

“This will result in a significant drop in consumption. It’s a demanding situation for the Norwegian industry and the local value chain, and it’s difficult to predict the short- and long-term effects,” he concludes.

While Norwegian mackerel continues to perform well in several markets, the new price levels mean it will increasingly compete with other fish species for consumer demand.

鲭鱼出口大幅下滑

相比之下,鲭鱼出口在1月份大幅下降。挪威出口鲭鱼9,086吨,出口额为4.78亿挪威克朗。与去年1月相比,出口额减少了2.8亿挪威克朗,降幅为37%。出口数量则锐减63%
