Itsas Balfegó and AZTI consolidate the technical, legal, and scientific foundations for the industrial fattening of bluefin tuna in Getaria in 2026

The development of bluefin tuna (Thunnus thynnus) aquaculture in the Cantabrian Sea is moving toward industrial consolidation.

Following successful experimental campaigns, the company Itsas Balfegó —a strategic alliance formed by the commercial firm Balfegó and the technological center AZTI— is leading a pioneering project that will transform the fishing sector in Euskadi, keeping the added value of the catches within the region and directly supplying the local haute restauration sector.

The project operates under strict administrative control and has the institutional backing of the Secretariat General for Fisheries of the Ministry of Agriculture, Fisheries and Food, the Basque Government, the Maritime Captaincy, the Provincial Coastal Service, and the municipalities of Getaria and Zarautz. Furthermore, all catch control operations and quota allocations are rigorously audited by the International Commission for the Conservation of Atlantic Tunas (ICCAT).

Consolidation of foundations and scientific surveying in 2026

The year 2026 has been formally defined as a strategic period for consolidating the technical and legal foundations of the project, meaning a large-scale fattening campaign is not planned for the short term. During June and July of 2026, AZTI and the Basque fishing sector are carrying out the first comprehensive bluefin tuna survey campaign in the Cantabrian Sea. This technical-scientific initiative aims to locate and characterize schools of the species to map their distribution accurately, thereby optimizing navigation times and ensuring the economic viability of future operations.

In parallel, the company is moving forward with staff training. Future divers for Itsas Balfegó are receiving specialized training at Balfegó's facilities in the Mediterranean Sea, gaining expertise in the complex maneuvers of capturing, towing, and transferring live specimens, which are essential to ensure workplace safety and animal welfare.

The industrial scaling challenge for 2027

The pilot campaign carried out in 2025 proved the technical viability of fattening in the area by successfully completing the cycle of 80 specimens weighing over 100 kilograms each. These were caught 48 kilometers off the coast of Gipuzkoa and transferred to the two submersible pens installed 3.7 miles from the port of Getaria. The main long-term logistical challenge lies in scaling up the operation industrially to move from those initial 80 catches to a volume of 1,500 tunas.

To ensure legal and operational sustainability for this production volume, Itsas Balfegó has formally requested a 50-year activity concession from the Basque Government. Additionally, talks are ongoing with the guilds and the Basque fishing sector for their formal incorporation as partners in the initiative, which will allow collective utilization of the fishing quota allocated to Euskadi and prevent it from being transferred to other regions.

The strategic timeline sets the summer of 2027 (between June and July) for the resumption of commercial live catches using purse seine nets. The tunas will be transferred to coastal fattening cages, which are equipped with continuous environmental monitoring systems using sensors and underwater cameras, where they will gain weight until October. If technical forecasts are met, the first bluefin tuna fully fattened on the Cantabrian coast will be available for commercialization between October and November of 2027. This activity is designed as a complementary option that diversifies the coastal economy and generates skilled employment while fully respecting traditional artisanal fishing grounds and quotas.
