Chilean Delegation's Participation Report at COFI

Soledad Tapia was part of the national delegation at the world event that raises the main issues in the fishing and aquaculture field.

A favorable balance of his participation in the Chilean delegation that attended the 36th session of the Committee on Fisheries (COFI) of the Food and Agriculture Organization of the United Nations (FAO), which took place between 8 and 12 July in Rome, Italy; made by the National Director of the National Fisheries and Aquaculture Service, Soledad Tapia Almonacid.

It should be remembered that this intergovernmental body, of which Chile has been a part since its inception in 1965, is the only one in the world in which FAO member states meet to examine and consider issues and challenges related to fishing and aquaculture. Recommendations and advice are periodically provided to governments, regional fisheries bodies, civil society organizations, private sector agents and the international community.

One of the most important data discussed in the session, according to the SOFIA2024 report, was that aquaculture worldwide surpassed fishing in tons caught, which contributes to the fight against food insecurity, malnutrition and poverty in the world, highlighting its ability to alleviate hunger, drive sustainable growth and reverse environmental degradation.

“One of the main axes of our delegation was the need to strengthen the management, sustainable use and protection of marine biodiversity, as fundamental aspects to face the global environmental crisis, the loss of species diversity and its consequences. In this sense, our delegation highlighted in its interventions the importance of artisanal fishing and small-scale aquaculture in this objective, which is why we request that these issues be integrated and addressed transversally in the agenda of the next COFI meetings," she expressed.

The national representation, the authority added, “raised the relevance of the work of regional fishing organizations in fisheries planning and sustainable resource management, also promoting progress towards sustainable aquaculture. For this reason, Chile requested that FAO strengthen its regional offices and decentralize its policies so that they respond more adequately to the challenges of each country, among other recommendations."

One aspect in which Chile aspires to play a leading role is the Agreement on the Conservation and Sustainable Use of Marine Biodiversity Beyond National Jurisdictions (BBNJ). According to the National Director, “our delegation valued the importance of countries ratifying this instrument, key to joint governance that ensures the conservation and sustainable use of the ocean in the long term; and proposing the city of Valparaíso as the headquarters of its Secretariat, which has been expressed in multiple instances.”

Soledad Tapia, along with the other members of the delegation, actively participated in the debates developed on the different topics addressed and held various bilateral meetings with representatives of other countries and organizations, in addition to actively contributing to the development of activities and events that were held in parallel. to COFI.

It should be noted that the national delegation was also composed of Julio Cordano, Director of Environment, Climate Change and Oceans of the Ministry of Foreign Affairs; Ennio Vivaldi, Chilean ambassador to Italy; Gonzalo Pereira, director of the Fisheries Development Institute (IFOP); representing the Undersecretary of Fisheries (Subpesca), by Juan Francisco Santibáñez, head of the Fisheries Development Division and Rocío Parra, head of the Legal Division; and J. Javier Gorostegui, permanent advisor at FAO. They were joined by artisanal fishing leaders, who attended the Second Small-Scale Fisheries and Aquaculture Meeting (SSF 2024) and a representative of the industrial fishing union.
