Structural tension and supply paralysis: The global roadmap of the marine ingredients market

WORLDWIDE
Friday, July 17, 2026, 00:10 (GMT + 9)

While Peru faces a prolonged freeze in catches and FOB prices become theoretical, fisheries geopolitics in Europe, biological restrictions in the Arctic, and massive capital injections in Asia are reshaping the supply flows of global aquaculture.

The international marine ingredients market has entered the third quarter of 2026 under an unprecedented scenario of physical inactivity in its main extractive hubs. The combination of temporary biological protection closures for juveniles in the South Pacific, fishing bans in the North Sea, and domestic Asian demand absorbing its own resources has forced aquaculture feed formulators to operate in an environment of record prices and extreme shortages of physical volume.

1. The South Pacific: Theoretical prices amid prolonged inactivity in Peru

In Peru, the gap between the established administrative quota and effective anchovy (Engraulis ringens) landings has become insurmountable. With a maximum authorized limit of 1,914,049 metric tons for the first season of the North-Central zone, actual catches are virtually frozen due to successive fishing suspensions and temporary closures decreed by authorities due to the extreme abundance of juveniles.

  • Milling paralysis: According to the latest milling reports from the IFFO, the Peruvian industry is dragging a near-total cessation of catches in the central-north zone. This keeps real physical production stalled at historic lows, leaving an estimated volume of 75,000 metric tons of fishmeal already committed in pre-sales that cannot be covered.
  • "Conceptual" quotations: Due to the zero physical availability of stock for immediate delivery, Peru's FOB references for Super Prime fishmeal have become merely referential or theoretical in nature, clinging to the US$ 2,500 per ton range at origin, while pre-sale CNF offers destined for China stand at all-time highs of US$ 3,100 per ton.

  • The byproduct alternative in Chile: As a counterpart in the region, the farmed seafood industry in Chile has managed to partially mitigate its lower extractive anchovy quota—which was reduced by 44% to 625,000 tons—through a reconfiguration of its milling lines, oriented toward the strategic utilization of trimmings derived from salmon processing.

2. The North Atlantic and the US: Biological tensions and the Menhaden buffer

The Northern Hemisphere is also experiencing a forced realignment based on biological and regulatory criteria for resource access:

  • Denmark under pressure from the sandeel ban: The Danish marine ingredients industry, represented by the trade association Marine Ingredients Denmark, is operating under maximum alert following the ratification of the total ban imposed by the United Kingdom on sandeel (Ammodytidae) fishing in British waters. This measure eliminates the main source of raw material for the production of standard high-concentration fishmeals (71% protein), which are already trading in the European market at an average of US$ 2,870 per metric ton.

  • Iceland and the capelin crisis: The biological volatility of capelin (Mallotus villosus) in Arctic waters has forced authorities to maintain extremely tight precautionary quotas to protect spawning biomass. This scenario has restricted the supply of special quality fishmeals (LT-meal), essential for the starter phases of salmonids in Norway and Scotland.

  • The United States as a factor of stability: In contrast to European tensions, the menhaden (Brevoortia tyrannus) fishery in the Western Atlantic and the Gulf of Mexico remains one of the region's strongest pillars of stability. The continuous supply of menhaden fishmeal and oil serves as a critical buffer for North American feed mills, reducing their direct exposure to the Pacific shortage.

3. Dynamics of Emerging Providers: Morocco's advance and the dilemma in Vietnam

The scarcity of large traditional fisheries has accelerated the trade flow from smaller-scale but highly regular origins:

  • Morocco consolidates in Southern Europe: Customs data from Spain confirm that Morocco has established itself as the leading foreign supplier of marine ingredients to the Spanish market. With a share exceeding 24% of the import quota, Moroccan fishmeal from the Agadir area enters at a highly competitive average value of US$ 1,412 per ton FOB, serving as a counterweight to the premium prices of Chilean fishmeal (US$ 1,807 per ton).

  • Vietnam and rising logistical costs: The Asian country remains a relevant mixed exporter to China by processing local pelagic catches and byproducts of pangasius (Pangasianodon hypophthalmus) and shrimp. However, the rise in its operating costs has pushed domestic prices above US$ 1.25 per kilogram (US$ 1,250 per ton), severely squeezing the financial margins of its own shrimp producers.

4. Asia: Consumption shielding in India and disincentives on Chinese farms

The consumption link in Asia shows two starkly contrasting realities structured by fiscal policies and price asymmetries:

India injects record funds for domestic consumption: The Government of India approved a historic allocation of US$ 315.54 million for the development and infrastructure of its aquaculture and fisheries sector in its latest general budget. This capital injection is accelerating the installation of Recirculating Aquaculture Systems (RAS) for high-value species. The rapid growth of domestic demand absorbs almost the entirety of its local fishmeal (valued at an export average of US$ 1.18 per kilogram), restricting its exportable surpluses to the rest of Asia to a minimum.

The financial dilemma on Chinese farms: In China, the world's leading importer, port inventories of fishmeal stand at a critical level of 153,800 metric tons. Internal quotations for Peruvian Super Prime fishmeal hold firm in the range of 23,400 to 23,500 yuan per ton (approximately US$ 3,275 to US$ 3,289 per metric ton at the referential exchange rate), representing a 76.7% year-on-year increase.

This extreme feed price increase contrasts with the persistent depression in farm-gate sales prices of high-volume commercial species such as largemouth black bass (Micropterus salmoides) and yellow catfish. Unable to pass the cost increase to the final consumer, Chinese aquaculture farmers face a narrowing of margins that is already discouraging stocking density for upcoming cycles, while also forcing a partial migration toward substitute plant protein concentrates such as corn gluten and high-quality soybean meal.
