Both vessels transported a combined volume of approximately 16,000 tons of seafood, consisting mainly of Alaska pollock (Gadus chalcogrammus) and various species of flatfish, according to a journalistic investigation by the Financial Times. The severity of the incident prompted the embassy of the United States to the European Union to raise a formal complaint and engage in direct negotiations with the European Commission.

In response to trade tensions, Brussels authorities determined to extend the temporary flexibility period until November 30, 2026, which originally was set to expire on July 10 of this year. This exceptional measure will temporarily benefit shipments from the United States, as well as cargoes originating from Canada, Norway, New Zealand, Iceland, Faroe Islands, and South Africa, according to community sources cited by the aforementioned media.

Although the extension defers an imminent logistical blockade, the core of the problem persists: North American digital certification systems and the European platform remain unable to automatically exchange the full data flow required by European Union regulations.

Any minor discrepancy in weights, customs codes, vessel names, or processing codes blocks the file, halting cargo of fully certified and legal origin.

Previously, delegations from Belgium, Czechia, France, Latonia, Poland, Portugal, and Spain had conveyed to the European Commission their reservations regarding technical glitches and legal loopholes in the rollout of CATCH. The administrations of these seven countries highlighted the lack of automatic integration with national customs systems, difficulties in import and re-export flows, and limited interoperability with third-country suppliers.

Member States have demanded a harmonized interpretation of the rule. For companies in the sector, this aspect is critical: if different customs authorities interpret the data-filling criteria of CATCH dissimilarly, a cargo validated at a port in southern Europe could be rejected upon entering through the north of the continent, distorting the single market.

Roughly 50% of this volume is processed into frozen fillets, 25% is destined for surimi production, and the remainder is distributed as roe and byproducts.

From administrative hurdle to price impact

The incident involving the vessels in Dutch ports does not imply an immediate shortage of fish in European Union supermarkets, nor is there consolidated data to forecast an immediate retail price increase for consumers.

The real impact is operational and financial for importing companies.

Customs delays result in extra costs for vessel demurrage, unplanned cold storage fees, additional cargo handling costs, and disruptions in land transport. Likewise, it forces companies to allocate exclusive administrative teams to manually resolve data inconsistencies detected by the platform.

For industrial processors, logistical uncertainty makes it difficult to plan work shifts, manage inventories, and fulfill delivery contracts with distribution chains. Thus, digital uncoordination acts as an indirect tariff that raises the temporal, administrative, and operational risk of commercial transactions.

An extension to correct interoperability

The extension of the deadline until November 30 provides room for maneuver so that the European Commission, United States agencies, and fisheries associations can resolve the technical incompatibilities of the computer system. This measure does not weaken customs control policies against illegal fishing.

European regulations continue to demand that each imported lot be backed by a catch certificate validated by the fishery authority of the country of origin. The temporary flexibility affects only the data transmission channels, not the obligation to prove the legal provenance of the fish.

The definitive solution requires moving away from manual data dumping. Government agencies in the United States and other strategic commercial partners must enable direct communication channels connecting their databases with the CATCH platform under standardized protocols. In parallel, the European Commission must conclude the integration of the system with the customs of all Member States to ensure homogeneity in border controls.

The deadline of November 30 will mark the success or failure of this digitalization process. If platforms fail to communicate automatically by then, early implementation issues could solidify into a structural barrier to the seafood trade in Europe.

欧洲法规继续要求每批进口货物必须附带由原产国渔业当局验证的捕捞证书。一时性的灵活性仅影响数据的传输渠道,而非免除证明鱼类合法来源的义务。

根本性的解决方案需要摆脱手动数据投放。美国和其他战略商业伙伴的政府机构必须启用直接通信渠道,在标准化协议下将其数据库与 CATCH 平台相连。与此同时,欧洲委员会必须完成该系统与所有成员国海关的整合,以确保边境监管的统一性。

11月30日 的最后期限将标志着这一数字化进程的成败。如果到那时各平台之间仍无法实现自动通信,初期的推行挑战可能会固化为欧洲水产品贸易的结构性壁垒。
