Japan recognizes fisheries certification, ocean science, and seagrass meadow recovery

The Government honors four individuals and three organizations for their contributions to the development of ocean-related industries, research, and environmental conservation.

The Government of Japan granted the 19th Maritime Nation Promotion Award to four individuals and three organizations for their outstanding contributions to research, environmental conservation, and the development of ocean-related industries.

The official ceremony took place on July 20 at the Tokyo International Cruise Terminal. The recognition, regarded as a Prime Minister's award, is organized by five Japanese ministries with the executive support of the Cabinet's Ocean Policy Office.

Among the awardees is the Marine Eco-Label Japan Council, the entity responsible for MEL, the Japanese certification system for sustainable seafood.

MEL certifies, through independent assessments, fisheries, aquaculture operations, and processing and distribution companies that comply with its strict requirements regarding resource management, environmental protection, and traceability. Approved products are authorized to be marketed with the system's official logo.

The initiative originated in 2007 within the Japan Fisheries Association and was reorganized as an independent entity in 2016. As of the end of March 2026, it registered 280 certifications: 24 for wild-capture fisheries, 68 for aquaculture, and 188 for processing, distribution, and chain of custody.

In 2019, MEL achieved recognition from the Global Sustainable Seafood Initiative (GSSI). According to the official award documentation, it was the first Asian program accepted by this international platform. This recognition ensures that certified Japanese seafood products align with the procurement policies of international corporations that demand GSSI-recognized systems.

Version 3.0 of the fisheries standard, effective since June 2025, incorporated comprehensive criteria regarding working conditions, social responsibility, and the prevention of ghost fishing gear loss.

Science to understand fisheries productivity

The Government also distinguished Jun Nishioka, a professor at the Institute of Low Temperature Science at Hokkaido University, for his pioneering research on the circulation of iron and other nutrients that sustain biological productivity in the northwestern Pacific.

Iron is an essential micronutrient for the growth of phytoplankton, which forms the baseline of marine food chains. Nishioka's research demonstrated that its availability directly conditions phytoplankton production in the western North Pacific.

His field measurements revealed that waters located between approximately 500 and 1,000 meters deep contain iron concentrations more than two times higher than those observed in the eastern sector. Part of this iron reaches the surface through mixing processes, helping to maintain marine productivity.

The study also identified the critical importance of the Sea of Okhotsk. The circulation associated with ice formation transports iron from its continental shelf toward the North Pacific, where it combines with nutrient-rich waters originating from the Bering Sea.

These findings help clarify variations in biological resources and can significantly improve forecasts regarding fisheries productivity and carbon circulation.

Two school projects restore eelgrass meadows

The other recognized fisheries and environmental initiatives belong to two schools in Kumamoto Prefecture.

The science club at Amakusa High School was awarded for studying eelgrass (Zostera marina) growth and its capacity to capture carbon dioxide. Since 2018, its students have been investigating plant germination alongside the specific effects of temperature, salinity, and sediments.

The group is also experimenting with fish waste and other components to develop a specialized fertilizer. Since 2023, the school has collaborated with Amakusa City, the local fisheries cooperative, and local fishers within a regional blue carbon initiative.

Meanwhile, Ashikita High School was recognized for an environmental restoration program sustained over 23 years.

The eelgrass meadows near the port of Hakakeishi had collapsed from about 13 hectares in the 1970s to a mere 0.025 hectares in 2003. Through techniques developed by the students to distribute seeds and transplant seedlings, the surface area successfully recovered to approximately 5.5 hectares by 2020.

Although torrential rains in Kumamoto reduced it that same year to about 0.31 hectares, the school continued its transplants, seabed analysis, and the adaptation of its methods to the new sediment layers.

The selection of the winners presents an integrated vision of sustainability: certification to demonstrate responsible practices, science to understand ocean productivity, and local restoration to recover essential habitats for fish and other marine species.

表彰式は7月20日、東京国際クルーズターミナルで開催された。同表彰は内閣府総合海洋政策推進事務局の協力を得て、日本の5つの省庁が主催するものである。

受賞者の中には、持続可能な水産物の日本独自の認証制度である「MEL」を運営するマリン・エコラベル・ジャパン協議会が含まれている。

MELは、資源管理、環境保全、トレーサビリティに関する要求事項を満たす漁業、養殖業、加工・流通企業を第三者機関による審査を通じて認証している。認証された製品には、同制度のロゴマークを付けて流通させることができる。

水産生産性を理解するための科学

政府はまた、北西太平洋の生物生産性を支える鉄やその他の栄養塩の循環に関する研究が評価された、北海道大学低温科学研究所の西岡純教授を表彰した。

鉄は、海洋食物連鎖の基盤である植物プランクトンの成長に不可欠な微量栄養素である。西岡教授の研究は、その存在量が北西太平洋における植物プランクトンの生産量を左右することを実証した。

同教授の観測により、水深約500〜1,000メートルの中層水には、東部海域の2倍以上の高濃度の鉄が含まれていることが明らかになった。この鉄の一部が混合プロセスによって表層へと供給され、海洋の生産性維持に貢献している。

2つの学校プロジェクトがアマモ場を再生

このほか、水産・環境分野で表彰された取り組みは、熊本県にある2つの学校によるものである。

熊本県立天草高等学校の科学部は、アマモ（Zostera marina）の成長と二酸化炭素吸収能力に関する研究で受賞した。2018年から、生徒たちは植物の発芽や、温度、塩分、堆積物の影響について研究を続けている。

同グループは、魚の残渣などを用いた専用肥料の開発実験も行っている。2023年からは、地域のブルーカーボンイニシアチブの一環として、天草市、漁業協同組合、地元漁業者と連携している。

一方、熊本県立芦北高等学校は、23年間にわたり継続されてきた環境再生プログラムで表全された。

計石港周辺のアマモ場は、1970年代の約13ヘクタールから、2003年にはわずか0.025ヘクタールにまで激減していた。生徒たちが開発した種子の散布や苗の移植技術により、その面積は2020年までに約5.5ヘクタールにまで回復した。

同年の熊本豪雨により、一時は約0.31ヘクタールにまで減少したものの、同校は移植活動や海底分析を継続し、新たな堆積物に合わせて手法を適応させながら活動を続けている。

受賞者の選定は、責任ある実践を示す「認証」、海洋の生産性を理解する「科学」、そして水産物や他の生物に不可欠な生息地を回復させる「地域活動による再生」という、持続可能性への統合的な視点を示している。

他的实地测量数据表明，位于约500至1,000米深度的中层水域中，铁浓度比东部海域观察到的数值高出两倍以上。这部分铁元素通过混合过程输送到表层，从而维持了海洋的生物生产力。

天草高级中学的科学部因研究大叶藻（Zostera marina）的生长及其捕捉二氧化碳的能力而获奖。自2018年以来，该校学生持续探索植物的发芽机理以及温度、盐度和沉积物对海草床的具体影响。
