China: The Silent Construction of the Second Antarctic Krill Giant (Part 3 of 5)

China is building an integrated industrial system, combining naval capacity, multi-product factory vessels, and domestic markets to establish a second major pole in the Antarctic krill fishery.
For more than a decade, the modern Antarctic krill industry seemed to organize around a single center of gravity. Norway, through the industrial system built by Aker BioMarine and its current fishing operation Aker QRILL Company, had managed to transform a remote catch into an integrated platform of technology, processing, applied science, intellectual property, and global ingredient marketing.
While that model consolidated its leadership, China was advancing along a different and much less visible trajectory.

In the Southern Ocean, one species, the Antarctic krill, Euphausia superba, makes up an estimated biomass of around 379 000 000 tonnes1, more than that of the global population of humans. Of this, over half is eaten by whales, seals, penguins, squid and fish each year, and is replaced through reproduction and subsequent growth of the krill population.
There was no single announcement marking the birth of a new krill power. Nor did a single company appear that could represent the entire national strategy on its own—an international brand comparable to Aker or an emblematic technology publicly presented as equivalent to the Norwegian Eco-Harvesting® system. The process unfolded gradually through experimental campaigns, research institutes, shipyards, provincial enterprises, new distant-water fishing bases, and a succession of increasingly large factory vessels.
The result is now beginning to acquire a scale that is difficult to ignore.
For the authorization period spanning December 1, 2025, to November 30, 2026, the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) registers five Chinese vessels authorized to harvest Euphausia superba in subareas 48.1, 48.2, 48.3, and 48.4: Fu Xing Hai, Fu Yuan Yu 9199, Hua Xiang 9, Long Fa, and Shen Lan. Joining them is the Yong Li, authorized since April 3, 2026, raising the number of registered Chinese platforms operating in the fishery to six.

However, the significance of this expansion does not lie solely in the number of ships.
China is simultaneously building a specialized fleet, domestic naval design and shipbuilding capacity, automated factories, refrigerated infrastructure, research centers, and a domestic market large enough to absorb meal, oil, krill meat, frozen products, and future functional ingredients.
It is not merely participating in a fishery created by others.
It is constructing a second Antarctic krill industrial system.
From Exploration to a Permanent Presence
Contemporary Chinese involvement began as a combination of fishery exploration, scientific research, and industrial learning. Early campaigns provided experience in locating swarms, understanding equipment behavior in polar waters, managing long-distance logistics, and processing an extraordinarily fragile raw material.

The biological challenge was identical to the one previously faced by Soviet, Japanese, and Norwegian operators.
Krill begins to deteriorate rapidly after being caught. Its enzymes trigger fast autolysis, while pressure within a conventional net can crush the organisms and accelerate quality loss. The final value depends, therefore, on reducing the time and mechanical damage between the krill entering the gear and its stabilization inside the factory.
This constraint turned the harvesting system into an inseparable part of the industrial process.
Technology could no longer be judged solely by the volume of krill it extracted. It had to be evaluated by the integrity with which that biomass reached the ship, the continuity with which it fed the processing lines, and the proportion that could ultimately be converted into marketable products.
That was the principle that drove the Norwegian model.
And it is the principle that China is reproducing through its own technological architecture.
Five Companies, One National Capacity
The inclusion of Chinese companies in the Association of Responsible Krill Harvesting Companies (ARK) offers a clearer view of who is building this capability.

Founded in 2012, ARK brings together 10 companies from four CCAMLR member states. The association maintains that its members represent more than 95% of the catches made in waters managed by the organization, participating in scientific surveys, krill monitoring, and voluntary restriction zones around sensitive predator areas.
Among its members are five Chinese operators:

These companies do not form a single corporate entity. They are distributed across different provinces, respond to distinct business structures, and operate ships belonging to various technological generations. Taken together, however, they reveal an industrial strategy far broader than that of a single shipowner.
Norway built a vertically integrated company.
China is building a multi-nodal industrial network.
Liaoning and the Fu Xing Hai
Liaoning Pelagic Fisheries Corporation operates the Fu Xing Hai, identified by ARK as a trawler equipped with continuous pumping.
CCAMLR data describes a platform measuring 136.6 meters in length, 24 meters in beam, with a gross tonnage of 15,071 tonnes and an engine output of 9,000 kW. Built in China by Huanghai Shipbuilding, it features three holds with a declared combined capacity of 8,465 cubic meters and has its port of registry in Dalian.
The Fu Xing Hai represents the entry of a major provincial fishing organization into the new generation of krill operations. It is not simply an old trawler converted for Antarctic campaigns, but a platform built around the integration of continuous harvesting, processing, and storage.

Its role is also institutional. The vessel participated in the Chinese krill monitoring program around the South Shetland Islands, an initiative led by the Yellow Sea Fisheries Research Institute to gather data on abundance, distribution, size structures, and oceanographic conditions in key fishing grounds.
Scientific activity is not a secondary element. It allows companies to accumulate acoustic and oceanographic data, train specialized technicians, and gain experience for future, more localized fishery management.
Jiangsu Sunline and the Shen Lan
Jiangsu Sunline Deep Sea Fishery operates the Shen Lan, one of the first large Chinese vessels designed specifically for krill harvesting and processing.
The company's corporate overview outlines a strategy that extends far beyond meal production. It divides its target markets into four categories: animal feed, human consumption products, marine supplements, and biomedicine. This classification mirrors the logic of an integrated ingredient platform, demonstrating that Chinese commercial ambitions are shifting from the simple sale of raw biomass toward multi-value utilization of the resource.

The Shen Lan was designed and built within the Chinese naval system. The company presents it as a specialized platform integrating catch, processing, research, and product development.
Its historical importance lies not only in its dimensions. It represented an attempt to reduce a constraint that had marked China's initial phase: the lack of a domestic design capable of integrating hull, gear, continuous pumping, factory lines, and storage into a single platform.
With the Shen Lan, China began transitioning from adapting existing ships to creating its own industrial architecture.

Fujian Zhengguan and the Fu Yuan Yu 9199
The most ambitious project in this expansion belongs to Fujian Zhengguan Fishery Development Corporation, operator of the Fu Yuan Yu 9199.
The vessel measures approximately 138.8 meters in length, 24 meters in beam, and has a gross tonnage close to 16,000 tonnes. Its total investment was officially reported at 601 million yuan (approx. US$83 million at the exchange rate during its construction and commissioning period).
This conversion into US dollars highlights the scale of the project: it is an investment comparable to that of a large-scale land-based processing plant, but deployed on a platform capable of navigating, harvesting, processing, freezing, and storing products thousands of kilometers from its base.

The Fu Yuan Yu 9199 incorporates a twin outrigger trawl system, flexible piping, and continuous pumping. Negative pressure created at the end of the codend draws a mixture of water and krill into the ship; a separation mechanism subsequently removes the water and routes the catch directly into the factory. Fujian authorities state that this configuration reduces the physical compression caused by traditional nets, helping preserve the integrity and freshness of the organism.
Designed with a B1 ice class rating, the vessel is capable of operating at declared temperatures down to -25 °C. Its promoters estimate an annual processing capacity of between 80,000 and 100,000 tonnes of raw material. These figures represent theoretical capacity rather than guaranteed catches: actual utilization will depend on resource availability, operational conditions, and catch limits established by CCAMLR.

Its primary differentiator, however, is not its size.
The ship incorporates an automated processing line capable of peeling, processing, packaging, and internally transporting various products. According to Chinese authorities, it can manufacture frozen whole krill, peeled krill meat, meal, and other fractions, operating as a floating multi-product plant.
This reveals a distinct industrial philosophy from the one that characterized Aker's initial expansion.
While the Norwegian model focused much of its advantage on producing standardized raw materials that later entered a global chain of extraction, formulation, and branded products, the Chinese design seeks to yield multiple commercial outputs directly from the vessel itself.

High-quality raw material can be directed toward peeled meat or food-grade products. Other fractions can be processed into meal, oil, or concentrates for aquaculture, pet food, and human nutrition.
The goal is to maximize the total value extracted from the biomass.
Rongcheng East China Fisheries and the Hua Xiang 9
Rongcheng East China Fisheries Corporation, based in Shandong, operates the Hua Xiang 9.
ARK classifies it as a traditional trawler built in 2023, measuring approximately 120 meters in length and 21 meters in beam. While it is not presented as a continuous pumping platform comparable to the Fu Xing Hai or the Fu Yuan Yu 9199, its factory can produce frozen krill, meal, and meat, positioning it within the industry's transition toward multi-product vessels.
The company's position is particularly notable for its logistical dimensions. Constructing a krill industrial system requires transporting thousands of tonnes from the Southern Ocean to port hubs and markets located at vast distances. Advantage depends not only on trawler catch efficiency, but on the ability to discharge product, receive supplies, and extend operational time on the fishing grounds.

The factory vessel is merely the visible core.
Surrounding it must be cold storage facilities, transport vessels, fuel suppliers, port services, laboratories, land-based plants, and distribution networks.
Zhongyu Global Seafood and the Older Generation
Zhongyu Global Seafood Corporation operates the Long Fa and the Long Teng, two large factory trawlers built in 1988 and 1990.
Unlike the new platforms developed in Chinese shipyards, both units belong to an earlier generation of industrial trawlers. According to ARK data, they measure approximately 120.7 meters in length and 19 meters in beam.
Their presence shows that Chinese expansion did not occur through an immediate replacement of the entire fleet. For years, it combined acquired or adapted assets with newly constructed domestic ships.
This coexistence is editorializingly significant because it bridges two distinct eras of the industry.

F/V Long Fa
On one hand, the legacy of large factory trawlers built during the distant-water fishing expansion of the late 20th century remains active.
On the other hand, a new generation of ships designed around continuous pumping, automation, and multi-product processing is emerging.
China did not abandon the previous model overnight. It utilized it as a learning platform while constructing the next one.
Is the Processing Technology Truly Chinese?
Official communications present the Shen Lan, the Fu Xing Hai, and the Fu Yuan Yu 9199 as platforms designed, built, or integrated in China.
That claim is consistent with available evidence. The hulls were constructed in Chinese shipyards, the general architecture was developed by domestic organizations, and the factory systems were integrated within the country.
However, that does not necessarily mean that every engine, pump, centrifuge, sensor, compressor, reduction gear, dryer, or electronic control system was manufactured by a Chinese firm.

Modern naval construction operates through global supply chains. A vessel can be domestic in its design and integration while incorporating specialized foreign equipment.
To date, there is no comprehensive public registry of suppliers that allows for the verification of the exact origin of every single component installed on these new platforms.
The accurate assessment is therefore:
China increasingly controls the design, construction, and integration of its krill vessels, but public information does not allow for the assertion that 100% of its harvesting and processing equipment is of Chinese origin.
This distinction does not diminish the significance of the advancement.

First voyage of the Sheng Lan to Antarctica
In complex industries, system control is often more strategic than the domestic manufacturing of every individual component. The decisive capability lies in defining the architecture, selecting equipment, integrating processing lines, resolving operational failures, and applying that knowledge to the next ship.
That expertise is now residing permanently within China.
A Business Network, Not a Single Champion
The geographical distribution of these companies illustrates the true scale of the model.
Liaoning, Jiangsu, Fujian, and Shandong possess shipyards, fishing ports, cold storage networks, universities, research institutes, and industrial infrastructure capable of supporting highly complex projects.
Each platform creates a localized ecosystem of suppliers and specialists:

Port authorities

Financial institutions
Knowledge ceases to be concentrated on a single vessel and becomes distributed throughout the broader industrial system.
This structure exhibits a potential vulnerability: China does not yet possess a single international krill champion comparable to Aker, capable of unifying harvest, science, intellectual property, branding, and end markets under one umbrella.

Yet it also presents a core strength: growth does not depend on a single firm.
Each province can drive projects, fund infrastructure, and develop distinct applications. One may focus on aquaculture meal; another on peeled meat; another on oil or biotechnology.
The outcome may be less centralized than the Norwegian model.
It may also be far harder to stop.
The Massive Domestic Market
The potential advantage that is most difficult for any competitor to replicate is the sheer scale of the Chinese domestic market.
China possesses the world's largest aquaculture industry and an immense demand for aquafeed ingredients. Krill meal serves as a source of high-quality protein, phospholipids, pigments, and feeding attractants for marine fish and crustaceans.

Pet food is not immune to the 'new trend' of krill.
Potential markets also exist in pet food, seafood items, dietary supplements, refined oils, and functional nutrition.
This market depth allows for a different commercial strategy than the one historically pursued by Western operators.
A Norwegian company must generate high-margin products to justify the significant cost of operating in the Antarctic and shipping ingredients to international markets.
A Chinese platform can balance high-value fractions with large volumes aimed at domestic aquaculture and animal feed supply chains.
This does not automatically guarantee higher profitability.
Feed-grade krill meal typically yields lower margins than a nutraceutical oil backed by clinical research, patents, and global consumer brands.
However, a multi-product factory vessel can distribute fixed costs across multiple product lines and utilize a higher percentage of the total catch.
The economic competition will thus shift from raw catch volumes toward the cumulative value derived from every fraction of every tonne harvested.

The Chinese domestic market for krill oil and -fortified 'krill' medicines is expanding rapidly.
The Frontier China Has Yet to Cross
China has demonstrated its capability to build large, specialized vessels, operate continuous pumping systems, and install automated processing factories.
It has yet to fully demonstrate four key operational capabilities:

Whether its harvesting systems can consistently match the stability, selectivity, and low rate of incidental mortality associated with Eco-Harvesting®.

Whether its onboard factories can maintain uniform product quality during extended sea trials and under variable raw material conditions.

Whether it can refine meal, oil, and meat into high-grade ingredients backed by science, patents, supply chain traceability, and recognized international brands.

Whether it can transparently document the energy consumption and environmental footprint of its new platforms.
The structural size of the Fu Yuan Yu 9199 does not automatically solve these challenges.

It is a demonstration of physical capability.
It does not yet constitute proof of technological, economic, or environmental superiority.
The Second Giant Exists—and Is Still Under Construction
For years, China's expansion in the krill sector was viewed as a future possibility.
That phase is over.
The active membership of five operators within ARK, the presence of six CCAMLR-authorized Chinese vessels, the deployment of purpose-built krill platforms, and the development of multi-product factory ships prove that the country represents the second major industrial system in the fishery.
However, industry leadership is not decided in shipyards alone.
It is determined at the intersection of harvesting, processing efficiency, energy utilization, quality control, logistics, intellectual property, regulatory compliance, and end-market access.

Norway retains advantages in operational experience, technological integration, scientific validation, and international ingredient marketing.
China possesses scale, shipbuilding speed, industrial capacity, multiple provincial development hubs, and a domestic market that no other fishing nation can match.
The core distinction can be summarized as follows:
- Norway developed a technology to capture value.
- China is building an infrastructure to capture scale.
The outcome of this competitive dynamic will depend on which system successfully masters the next frontier: converting every tonne of krill into a broader, higher-yielding portfolio of products with lower carbon emissions and sufficient environmental legitimacy to operate in one of the planet's most sensitive ecosystems.
The question is no longer whether China can build ships comparable to those of Norway.

It has already proven it can.
The question is whether it can turn those physical platforms into a broader ecosystem of knowledge, intellectual property, and commercial value comparable to what took decades to establish.
Chinese shipyards have closed the physical gap.
The technological, commercial, and environmental gap is still being measured.

耐氷クラスB1で設計された同船は、公表数値でマイナス25 ℃までの温度下で操業可能であり、年間処理能力は80,000〜100,000トンの原材料と試算されています。これらの数値は理論上の能力であり、保証された漁獲量ではありません。実際の利用は資源の状況、操業条件、CCAMLRの制限に依存します。
しかし、最大の差別化要因はその大きさではありません。
同船は、多様な製品を船内で剥皮、加工、包装、内部搬送できる自動化ラインを備えています。中国当局によると、冷凍丸ごとオキアミ、剥き身肉、ミール、その他の画分を製造でき、洋上多製品工場として機能します。
これは、Akerの初期拡大を特徴づけたものとは異なる産業哲学を示しています。
ノルウェーのモデルが、標準化された原材料を生産し、それを後に抽出、処方、ブランド化のグローバルチェーンへと組み込むことに優位性の多くを集中させたのに対し、中国の設計は船自体から複数の商業的アウトプットを得ることを目指しています。

栄成東中国水産とHua Xiang 9
山東省に拠点を置くRongcheng East China Fisheries Corporationは、Hua Xiang 9を操業しています。
ARKは同船を2023年に建造された伝統的なトロール船(全長約120メートル、型幅21メートル)に分類しています。Fu Xing HaiやFu Yuan Yu 9199に匹敵する連続ポンププラットフォームとしては提示されていませんが、その工場は冷凍オキアミ、ミール、肉を生産することができ、多製品対応船への移行期に位置づけられます。

Zhongyu Global Seafood Corporationは、1988年と1990年に建造された2隻の大型工場船Long FaおよびLong Tengを操業しています。
中国の造船所で開発された新しいプラットフォームとは異なり、両船は前世代の産業トロール船に属します。ARKによると、全長約120.7メートル、型幅19メートルです。
これらの存在は、中国の拡大が全艦隊の即座の入れ替えによって行われたわけではないことを示しています。長年にわたり、取得または適応させた資産と新造された国内船を組み合わせてきました。
この共存は、産業の2つの段階を繋ぐため重要です。
一方では、20世紀末の遠洋漁業拡大期に建造された大型工場トロール船の伝統が残っています。
他方では、連続ポンプ、自動化、多製品加工を中心に設計された新世代の船が登場しています。
中国は前のモデルを即座に捨てたわけではありません。次のモデルを構築する間の学習プラットフォームとして利用したのです。
加工技術は本当に中国製なのか?
公式の発表では、Shen Lan、Fu Xing Hai、Fu Yuan Yu 9199は中国で設計、建造、または統合されたプラットフォームとして紹介されています。
この主張は利用可能な証拠と合致しています。船体は中国の造船所で建造され、全体的なアーキテクチャは国内組織によって開発され、工場は国内で統合されました。
しかし、それはすべてのエンジン、ポンプ、遠心分離機、センサー、コンプレッサー、減速機、乾燥機、電子システムが中国企業によって製造されたことを意味するわけではありません。
現代の造船業は国際的なサプライチェーンを通じて操業しています。船は設計と統合において国産であっても、専門的な外国製機器を組み込むことができます。
これまでのところ、新プラットフォームに設置された各コンポーネントの原産地を証明できるほど包括的なサプライヤーの公開リストは存在しません。
したがって、正確な表現は以下のようになります。
中国はオキアミ船の設計、建造、統合に対する統制を強めていますが、公開情報からは漁獲および加工機器の100%が中国原産であると断定することはできません。
この区別は前進の重要性を減じるものではありません。

そのノウハウはすでに中国国内に着実に蓄積されています。
単一のチャンピオンではなく、企業ネットワーク
企業の地理的分布から、このモデルの真の規模を理解することができます。
遼寧省、江蘇省、福建省、山東省は、高度なプロジェクトを支援できる造船所、漁港、冷凍倉庫、大学、研究機関、産業ネットワークを保有しています。
各プラットフォームは、供給業者や専門家の小さなエコシステムを創出します。

この構造には弱みもあります。中国には、漁獲、科学、知的財産、ブランド、最終市場を単一の組織下に統合できる、Akerに匹敵する国際的なオキアミチャンピオンがまだ存在しません。
しかし強みもあります。成長が単一の企業に依存しない点です。
各省がプロジェクトを推進し、インフラに資金を供給し、異なる応用を展開できます。ある省は養殖用ミールに集中し、別の省は剥き身肉、さらに別の省はオイルやバイオテクノロジーに集中することができます。
結果として、ノルウェーのモデルよりも一貫性は低くなる可能性があります。
しかし、止めることははるかに困難になるかもしれません。
ARKと責任の側面
中国企業のARKへの参加は、単なる組織的加盟にとどまらない意味を持っています。
同協会はCCAMLRと連携し、モニタリング、音響調査、データ生成、そして漁業とペンギンの繁殖コロニーとの相互作用を減らすための自主的制限区域の設定に取り組んでいます。
業界の支援を受けて2013年から展開されているサウス・シェトランド諸島周辺の中国のプログラムは、Fu Rong Hai、Long Fa、Fu Xing Haiを順次使用して科学トランスセクト調査、生物ステーション観測、海洋測定を実施してきました。2024年以降、これらの調査はジョインビル島、エレファント島、ブランスフィールド海峡、ジェルラシュ海峡を含む当該地域の主要漁獲セクターを網羅しています。
この関与は今後ますます重要になります。
中国艦隊の拡大は、経済的能力を高めるだけではありません。クジラ、アザラシ、魚類、鳥類、ペンギンにとって中心的な生物に依存する漁業における責任をも増大させます。
オキアミの「第二の巨人」になるということは、ルール作りに参加し、信頼できるデータを提示し、産業の成長が生態系の保全と共存できることを証明することを意味します。
巨大な国内市場
競合他社にとって最も再現が難しい潜在的優位性は、中国市場の規模です。
中国は世界最大の養殖産業を擁し、配合飼料原料への巨大な需要が存在します。オキアミミールは、タンパク質、リン脂質、色素、そして魚介類の摂餌を促進する物質の供給源として機能します。
また、ペットフード、水産物、サプリメント、オイル、機能性栄養学の分野にも潜在的な市場が存在します。

しかし、リーダーシップは造船所だけで決まるものではありません。

もはや「中国がノルウェーの船に匹敵する船を建造できるか」が問いではありません。
できることはすでに証明されました。

中国:默然崛起的南极磷虾第二巨头
中国正在构建一个结合造船能力、多产品加工船和国内市场的综合产业体系,确立其在南极磷虾渔业中第二个主要极点的地位。
在长达十多载的时间里,现代南极磷虾产业似乎始终围绕着单一的重力中心运转。挪威通过由 Aker BioMarine 建立的工业体系及其当前的捕捞运营公司 Aker QRILL Company,成功将远洋捕捞转化为集技术、加工、应用科学、知识产权和全球原料商业化于一体的综合平台。
在这一模式巩固其领导地位的同时,中国正沿着一条截然不同且鲜为人知的轨迹推进。
并没有单一的声明来宣告一个新磷虾强国的诞生。也没有出现一家能够单独代表整个国家战略的企业、一个可与 Aker 相媲美的国际品牌,或是某种被公开宣告等同于挪威 Eco-Harvesting® 系统的旗舰技术。这一过程是通过试验性航次、科研院所、造船厂、地方省属企业、新型远洋渔业基地以及一艘艘规模日益庞大的加工船逐渐展开的。
其结果如今开始展现出令人无法忽视的规模。
在2025年12月1日至2026年11月30日的许可周期内,南极海洋生物资源保育委员会(CCAMLR)登记了五艘获准在48.1、48.2、48.3和48.4小区捕捞南极磷虾(Euphausia superba)的中国籍渔船:福兴海、福远渔 9199、华祥 9、隆发和深蓝。加上自2026年4月3日起获得批准的永利轮,获准在该渔业中运营的中国登记平台总数已增至六艘。
然而,这一扩张的重要性绝不仅仅在于船舶的数量。
中国正在同步建设专业化舰队、本土船舶设计与造船能力、自动化工厂、冷链基础设施、研发中心,以及一个足以消化磷虾粉、磷虾油、磷虾肉、冷冻制品和未来功能性原料的庞大国内市场。
它不仅是在参与由他人开创的渔业。
它正在构建南极磷虾的第二个工业体系。
从探索到常态化存在
当代中国的参与始于渔业探索、科学研究和工业学习的结合。早期航次积累了关于寻觅虾群、极地水域设备性能、长途物流以及加工极易腐败的原料的经验。
生物学挑战与苏联、日本和挪威業者此前面临的完全相同。
磷虾在捕获后不久即开始变质。其体内的酶会导致快速自溶,而传统网具内部的压力可能挤压破损虾体,加速品质下降。因此,最终价值取决于缩短磷虾从进入渔具到在工厂内完成稳定化处理的时间并减少机械损伤。
这一限制使得捕捞系统成为工业流程中不可分割的一部分。
衡量技术的标准不再仅仅是捕获磷虾的数量。还必须评估该生物质到达船体时的完整性、供给生产线的连续性,以及最终能够转化为商业化产品的比例。
这正是推动挪威模式的核心原则。
而这恰恰也是中国正在通过自主技术架构予以复制的原则。
五家企业,一种国家能力
中国企业加入负责任磷虾捕捞企业协会(ARK),使人们能够更清晰地观察究竟是谁在构建这种能力。
ARK 成立于2012年,汇集了来自 CCAMLR 四个成员国的10家企业。该协会主张其成员占 CCAMLR 管辖水域捕捞量的 95% 以上,并参与科学调查、磷虾监测以及在捕食者敏感区域周围设立自愿限制区。
在其成员中出现了五家中国运营实体:

这些企业并不属于同一个单一的公司集团。它们分布在不同的省份,归属于不同的企业结构,并运营着属于不同技术世代的船舶。然而,将它们视为一个整体时,展现出的工业战略远比单一船东更为宏大。
挪威建立了一家垂直整合的企业。
中国正在构建一个多节点的工业网络。
辽宁与福兴海
辽宁省大洋渔业企业运营着福兴海轮,该船被 ARK 归类为配备连续泵吸系统的拖网渔船。
CCAMLR 数据显示,该平台船长 136.6米,型宽 24米,总吨位 15,071吨,主机功率 9,000千瓦。该船由中国黄海造船建造,拥有三个鱼舱,申报总容量为 8,465立方米,登记港为大连。
福兴海代表了地方大型渔业组织进入新一代磷虾产业的标志。它不仅是一艘为南极航次而改装的旧拖网船,而是一个围绕连续捕捞、加工和储存一体化而构建的平台。
它的作用还体现在制度层面。该船参与了中国在南设得兰群岛周边的磷虾监测项目,该项目由黄海水产研究所主持,旨在收集主要渔场的丰度、分布、体长结构和海洋学条件数据。
科研活动并非次要环节。它使企业能够积累声学和海洋学数据,培养专业技术人员,并为未来更加局部化的渔业管理积累经验。
江苏深蓝与深蓝轮
江苏深蓝远洋渔业运营着深蓝轮,这是中国最早专门为磷虾捕捞和加工而设计建造的大型船舶之一。
该企业的官方介绍展现了一个远超磷虾粉生产的战略。它将其潜在市场划分为四类:动物饲料、人类食用产品、海洋保健品和生物医药。这种分类复制了综合原料平台的逻辑,表明中国的商业雄心正开始从单纯销售生物质转向对资源的多元化利用。

福建正冠与福远渔 9199
在这场扩张中,最雄心勃勃的项目属于福建正冠渔业开发企业,即福远渔 9199 的运营方。
该船船长约 138.8米,型宽 24米,总吨位接近 16,000吨。据官方公布,其项目投资额为 6.01亿元人民币(按建造及投产期间的汇率计算,约合 8300万美元)。

企业网络,而非单一巨头
这些企业的地理分布有助于理解该模式的真实规模。
辽宁、江苏、福建和山东拥有造船厂、渔港、冷库、大学、科研机构和能够支持高难度项目的工业网络。
每个平台都创造了一个由供应商和专家组成的微型生态系统:

但也可能更加难以阻挡。
ARK 与责任维度
中国企业加入 ARK 增添了一个不能仅被视为组织会员身份的维度。
该协会与 CCAMLR 在监测、声学调查、数据生成以及设立自愿限制区方面开展合作,旨在减少渔业与企鹅繁殖群落之间的相互干扰。
自2013年以来在产业支持下开展的南设得兰群岛周边中国监测项目,先后利用福荣海、隆发和福兴海轮执行科学断面调查、生物站位观测和海洋学测定。自2024年起,这些调查覆盖了该地区的主要捕捞区块,包括乔因维尔岛、象岛、布兰斯菲尔德海峡和格拉许海峡。
这种参与将变得日益重要。
中国舰队的扩张不仅提升了其经济能力。同时也增加了其在依赖单一核心生物(对鲸类、海豹、鱼类、海鸟和企鹅至关重要)的渔业中的责任。

中国平台可以将高价值组分与面向国内养殖和饲料链的大宗产品结合起来。
这并不自动保证更高的盈利能力。
用于动物饲料的虾粉所产生的利润率通常低于由科学、品牌和知识产权支撑的膳食补充剂磷虾油。
但多产品工厂可以在不同市场之间分散成本,并利用更高比例的捕获物。
届时,经济竞争将从总捕捞量转向从每吨磷虾中获得的所有组分的累积价值。
中国尚需跨越的边界
中国已经证明其能够建造大型专业化船舶、运营连续泵吸系统并安装自动化加工厂。
它仍需证明四种能力:

其系统能否持续达到与 Eco-Harvesting® 相关的稳定性、选择性和低兼捕水平。

其工厂能否在长期航次和原料条件波动的情况下保持均匀的品质。

能否将虾粉、虾油和虾肉转化为由科学、专利、可追溯性和国际品牌支撑的原料。
-
能否透明地记录其新平台能耗和环境足迹。
福远渔 9199 的庞大尺寸并不能自动解决这些挑战。
这是物理能力的展示。
尚不能构成技术、经济或环境优越性的证明。
第二巨头已然存在,但仍处于构建之中
多年来,中国的扩张被解读为未来的某种可能性。
那个阶段已经结束。
ARK 内部五家运营实体的存在、CCAMLR 批准的六艘中国籍渔船的存在、专门为磷虾建造的平台的引入以及多产品加工船的发展,表明该国已经构成了该渔业中的第二个大型工业体系。
然而,领导地位并非仅由造船厂决定。
它取决于捕捞、加工、能源、质量、物流、知识产权、法规和终极市场之间的协同作用。
挪威在作业经验、技术集成、科学验证和原料国际商业化方面保持着优势。
中国拥有规模、建造速度、工业能力、多个地方极点以及任何其他运营方都无法复制的国内市场。
这种差异可以总结如下:
挪威开发了一种获取价值的技术。
中国正在构建一种获取规模的基础设施。
这场竞争的结果将取决于这两个体系中哪一个能够成功掌控下一个边界:将每吨磷虾转化为更广泛的产品组合,拥有更高的产出率、更低的排放以及足以在地球上最脆弱的生态系统之一内运营的环境合法性。
问题不再是中国能否建造出与挪威相媲美的船舶。
它已经证明了自己能够做到。
问题在于它能否将这些平台转化为一个可与 Aker 历经数十载开发的知识、知识产权和价值体系相媲美的系统。
中国造船厂已经缩小了物理距离。
技术、商业和环境方面的差距仍在量度之中。
