OBA promotes an open letter to advance fish welfare in European aquaculture

The initiative seeks to build a solid and cross-sectoral European regulatory framework based on the collaborative experience developed in Spain

Madrid - The Observatorio de Bienestar Animal (OBA) today launched an open letter of adherence that can be signed by any individual or entity. It is particularly addressed to the scientific community, public administrations, aquaculture sector entities, and civil society organizations, with the goal of building a broad and cross-sectoral base of support for the development of an increasingly solid European framework for fish welfare in aquaculture. The letter already has the support of APROMAR, the Spanish Aquaculture Producers Association, which views it as a reaffirmation that the collaborative path initiated a few years ago is the appropriate way forward. This support is joined by Compassion in World Farming and several research groups specializing in fish physiology and welfare, reinforcing the cross-sectoral nature of the initiative.

The initiative comes at a key moment: the European Commission is working on the revision of European animal welfare legislation and recently pointed out that the protection of fish in aquaculture remains uneven and less developed than that of other animals farmed for productive purposes. Spain has relevant experience in this area thanks to joint work carried out by the aquaculture sector, the scientific community, public administrations, and civil society organizations. Notable among this work is the drafting of Spanish guidelines for fish welfare in aquaculture, developed collaboratively, which have allowed for the definition of common principles, criteria, and indicators to evaluate aquatic animal welfare throughout the entire production cycle.

"This letter does not start from scratch. Spain has been building a technical and collaborative foundation for years that now allows us to contribute to the European debate based on knowledge and experience. Our objective is that this joint effort helps to build a solid European framework, based on science and applicable in practice," stated Jesús del Saz, Institutional Advocacy Specialist at the Animal Welfare Observatory.

The letter, open for endorsement by any individual or entity and specifically aimed at the aquaculture sector, the scientific community, public administrations, professionals, and civil society organizations, is structured around four shared principles, which can be summarized as follows:

1. The progressive integration of fish welfare into European frameworks applicable to aquatic animals, based on a scientific, technical, and operationally viable foundation.

2. The recognition of the knowledge and experience already developed in Spain as a starting point for future progress at the European level.

3. The need for future regulatory frameworks to rely on clear, measurable, and applicable criteria that enable effective improvement in fish welfare.

4. Collaboration among stakeholders and entities as an essential condition to achieve lasting and widely shared progress.
