Greenland Fishing Quota Tender Sparks Allegations of Favoritism

The Greenlandic Government is offering thousands of tonnes of Greenland halibut and cod through a tender designed to broaden sector ownership and protect jobs in Aasiaat. However, Qaleralik contends that the conditions could benefit P49, a company created from a demerger of Polar Seafood Greenland.

A tender for significant quotas of Greenland halibut (Reinhardtius hippoglossoides) and cod (Gadus morhua) has opened an unusual controversy in Greenland, where the distribution of fisheries resources is decisive for the national economy and employment in numerous coastal communities.

The Government of Greenland, Naalakkersuisut, canceled a previous tender in June and launched two new tenders for offshore quotas. As officially explained, the first call had failed to achieve sufficient dispersion of ownership, and several applicants intended to use foreign fishing capacity.

The new structure seeks to incorporate Greenlandic actors, expand the number of owners, and sustain activity at the Aasiaat processing plant.

One of the tenders offers 2,468.5 tonnes of West Greenland halibut (Reinhardtius hippoglossoides) and 5,000 tonnes of East Greenland cod (Gadus morhua). The successful bidder must have a Greenlandic-flagged vessel before the end of 2026 and land 25% of the allocated halibut in Aasiaat, equivalent to approximately 628 tonnes. They must also present a plan to maintain as many jobs as possible at the local plant.

The deadline for submitting applications is July 24, 2026.

Qaleralik Questions the Design

The controversy arose after Carl Christensen, chairman and director of Qaleralik A/S, stated that the conditions might be designed to favor P49 A/S, a recently created company linked to Polar Seafood Greenland.

Christensen contends that the combination of requirements—a new actor, incorporation of new owners or a pension fund, and the obligation to supply the Aasiaat plant—would place P49 in a particularly favorable position. He also asked the Government to cancel the tender once again.

These assertions constitute a business allegation and not a proven irregularity. The official tender documentation does not mention P49 nor does it identify any potential winner in advance.

However, the corporate link highlighted in the controversy does have documentary backing. The Danish and Greenlandic commercial register notes that P49 A/S, with CVR number 46408527, received assets and liabilities from Polar Seafood Greenland A/S through a demerger formalized on April 15, 2026.

Therefore, P49 is legally a distinct company, but its corporate origin is directly connected to Polar Seafood Greenland. This fact explains why the criteria used to define what constitutes a "new actor" have become the center of the debate.

The Government Defends Its Objectives

Naalakkersuisut maintains that the new process aims to correct problems detected in the previous call. The Government explained that it seeks to avoid the concentration of resources in a small group, prevent the provisional use of foreign vessels, and guarantee industrial employment in Aasiaat.

The plant in that city has been exposed to the reduction of shrimp (Pandalus borealis) quotas. The obligation to land part of the halibut is intended to provide it with additional raw material and keep production active.

This combination of fisheries policy and labor policy is precisely what Qaleralik questions. The company considers that linking quotas to a plant operated by Polar Seafood could produce an indirect advantage for a firm originating from the same corporate group.

Polar Seafood declined to comment on the allegations to the Greenlandic media outlet Sermitsiaq. The Department of Fisheries had also not publicly responded to the questions when the controversy was reported.

A Decision with International Impact

The dispute transcends competition between companies. Greenland is attempting to use its fishing quotas to better distribute sector ownership, develop national capacity, and protect local jobs. At the same time, the process must demonstrate that its criteria do not generate selective advantages.

The award will reveal whether P49 actually participates, how the Government interprets the concept of a new actor, and what weight it gives to the continuity of the Aasiaat plant.

Until then, the corporate link between P49 and Polar Seafood Greenland is confirmed, but the alleged favoritism or an advance award is not.
