US Brings into Force Rule Maintaining Authorized Domestic Catch of Illex Squid at 38,631 Tonnes for 2026

NOAA’s final rule takes effect today, preserving key Atlantic coast seafood specifications unchanged for the 2026-2028 cycle.

The United States National Oceanic and Atmospheric Administration (NOAA), through the National Marine Fisheries Service (NMFS), confirmed that as of today it maintains the authorized domestic catch and processing limit for the Illex squid (Illex illecebrosus) fishery at 38,631 metric tonnes for the 2026 season.

The measure is part of the final rule on the 2026–2028 specifications of the fishery management plan for Atlantic mackerel, Illex squid, longfin squid (Doryteuthis pealeii), and butterfish (Peprilus triacanthus) in the New England and Mid-Atlantic regions. Although the document was officially published in the Federal Register on July 9, its implementation comes into full effect today, August 10, 2026.

For the Illex squid (Illex illecebrosus) fishery, NOAA maintains the regulatory structure from previous cycles:

The volume of 38,631 metric tonnes represents the maximum regulatory allowance allocated to the domestic fleet under the management framework. Fisheries authorities clarified that this quota does not constitute guaranteed landings nor does it assure that vessels will harvest the entire allowable catch.

The decision provides regulatory continuity and stability to one of the most significant cephalopod harvesting sectors in the United States. For vessel owners, commercial entities, and seafood processing plants, maintaining the catch limit facilitates seasonal operational planning, international supply contracts, and industrial capacity allocation. However, the final commercial volume supplied to international markets will depend on biological availability, oceanographic conditions, fleet participation, and global demand dynamics.

Under the same regulatory framework, the agency reaffirmed a domestic catch and processing quota of 22,893.7 metric tonnes for longfin squid (Doryteuthis pealeii). In contrast, the butterfish (Peprilus triacanthus) fishery faces a reduction: the Acceptable Biological Catch (ABC) and annual catch limit were reduced by 19%, while domestic catch and processing dropped by 29% to 8,051 metric tonnes.

NOAA noted that the reduced allocation for butterfish (Peprilus triacanthus) is not expected to constrain commercial operations immediately, as historical landings have remained well below allowable thresholds. Between 2019 and 2024, annual fleet utilization of the domestic limit ranged from 6.2% to 24.5%.

The managed fishery complex as a whole—encompassing Atlantic mackerel, Illex squid (Illex illecebrosus), longfin squid (Doryteuthis pealeii), and butterfish (Peprilus triacanthus)—generated approximately 45.2 million US dollars in first-sale commercial revenues in 2024, according to final figures released by NMFS.

Reaffirmed 2026 Longfin Squid Fishery Specifications

The main takeaway for the seafood market is regulatory certainty: the United States preserves the potential supply ceiling for Illex squid (Illex illecebrosus) for 2026 and projects stable specifications through the 2027–2028 period. While the decision does not automatically guarantee increased physical volume, it removes regulatory uncertainty for harvesting and processing sectors. The actual pace of landings and quota utilization will ultimately determine physical raw material availability for processors over the coming months.
