The President Vladimir Putin Sets National Goals and Tasks for the Fisheries Industry

Russian President Vladimir Putin signed the Decree “On the national development goals of the Russian Federation for the period until 2030 and for the future until 2036.”

Continuing the tradition of the “May decrees,” Vladimir Putin defined clear targets for the country’s development. This strategic document outlined the modernization of the system of national projects.

Until September 1, 2024, the Government of the Russian Federation must adjust existing national projects and develop new ones. By December 31, 2024, develop and submit for consideration to the Council under the President of the Russian Federation for Strategic Development and National Projects a unified plan to achieve the country’s national development goals for the period until 2030 and for the future until 2036.

One of the new national projects is “Sustainable and Dynamic Economy”. Among the target indicators for its implementation:

  • increasing the volume of agricultural production by at least 25% by 2030 compared to the level of 2021;
  • increasing by 2030 the export of agricultural products by at least 1.5 times compared to the level of 2021;

Currently, thanks to the renewal of industry infrastructure (new ships with on-board processing and modern onshore plants), production capacity is increasing. The volume of fish and seafood production in 2023 amounted to 4.4 million tons, which is 8% more than in 2022. The share of highly processed products in the production structure increased significantly and amounted to 32%.

Traditionally, in the structure of agricultural exports, fish products are among the top three leaders in terms of supply volumes (after grains and oil and fat products). “Fish” exports, according to the Federal Customs Service of Russia and Rosstat, in 2023 increased by 9% compared to 2022 and reached 2.5 million tons.

To develop the export potential of the fishing industry and financial returns, it is necessary not only to increase volumes and open new markets, but also to increase the supply of products with high added value.

For the sustainable development of the country's economy, the task of staffing industries has also been highlighted. By 2030, it is necessary to create an effective system of training, professional retraining and advanced training of personnel for priority sectors of the economy, based on the forecast of demand for them.

In the context of modernization of the fishery complex, the demand for qualified personnel is only increasing. Development of human resources is a common task for industry educational institutions and businesses.
