Tilapia Processing Plants Resume Operations After Holiday, Slightly Lifting Farmgate Prices in Southern China

Domestic demand recovery supports procurement while U.S. tariff uncertainty and overseas inventories limit stronger price gains

After the Spring Festival holiday, tilapia processing plants across southern China have gradually resumed operations, increasing raw material procurement and slightly lifting pond-side prices in Guangdong, according to Food World.

As the industry supply chain returns to normal activity, demand from processors has begun to recover. However, price increases remain limited due to continued uncertainty surrounding U.S. trade policies, prompting companies to adopt cautious purchasing strategies.

Prices Edge Up in Guangdong, Hold Steady in Hainan

The latest market data shows that during Week 10 (March 2–8), the factory-gate price for 500–800 gram tilapia in Guangdong rose to 7.20 yuan/kg, equivalent to approximately $1.04/kg or about $0.47 per pound.

In Hainan, prices remained unchanged at 7.00 yuan/kg, roughly $1.02/kg or about $0.46 per pound, indicating limited upward momentum in the market.

Despite the resumption of processing operations, industry sources told Food World that tilapia prices have not experienced a strong rebound since the holiday period. Many processors continue to monitor international trade developments before committing to higher procurement prices.

U.S. Tariff Policy Creates Market Uncertainty

Market sentiment has been heavily influenced by recent developments in U.S. trade policy.

On February 20, the U.S. Supreme Court ruled that tariffs previously imposed by the Trump administration under the International Emergency Economic Powers Act exceeded constitutional authority. Soon after, the U.S. government introduced new tariff measures under Section 122 of the Trade Act of 1974.

On February 24, a presidential executive order imposed a 10% global tariff on imported goods, which was increased to 15% just one day later.

Industry participants remain uncertain about how these measures will ultimately affect tilapia exports from China to the United States.

Some insiders believe the final tariff burden could settle between 35% and 40%, while earlier market speculation had feared tariffs could reach as high as 45%. Because neither country has released a clear tariff structure, exporters are finding it difficult to assess the future trade environment.

Processing Plants Maintain Conservative Purchasing

Due to the uncertain policy outlook, many processing companies are limiting procurement.

An industry source in Hainan told Food World that processing plants are reluctant to significantly increase raw material purchase prices until the tariff structure becomes clearer. Instead, companies are buying only the quantities needed to maintain production.

According to industry participants, the key concern for processors is policy certainty rather than short-term price movement.

Supply Tightens in Guangdong

The situation in Guangdong differs slightly due to supply constraints.

During 2025, fish farmers in the province faced a prolonged period of low prices. As a result, many reduced stocking levels or harvested fish earlier than usual. This has led to a tighter supply of tilapia available for processing.

With processing plants restarting operations, companies are seeking to replenish inventories, pushing procurement prices in Guangdong about 0.20 yuan/kg higher than in Hainan, equivalent to roughly $0.03/kg or about $0.014 per pound.

Industry insiders say the recent price increase mainly reflects shrinking supply rather than a surge in demand.

U.S. Market Prices Slip Slightly

Meanwhile, overseas markets are showing a different trend. Entering Week 9, the wholesale price of frozen tilapia in the United States declined by approximately $0.05 per pound, equivalent to around $0.11 per kilogram.

Importers currently hold ample inventory, and many buyers are relying on existing stock to meet demand. Procurement activity is therefore focused more on inventory management than on increasing supply.

Domestic Recovery Meets Export Uncertainty

Overall, the Chinese tilapia industry chain is showing a pattern in which domestic demand recovery is gradually driving procurement, while foreign trade policy uncertainty continues to shape market expectations, Food World reported.

Although the resumption of processing operations is boosting raw material transactions, the combination of uncertain export policies and high inventory levels in the U.S. market is likely to keep short-term price growth relatively limited.
