Imported Tilapia Becomes up to 25% More Expensive Due to Tax Changes in Minas Gerais

New State Decree Suspends ICMS Benefits to Bolster Local Aquaculture Industry

A significant shift in tax policy is poised to reshape the aquaculture market in Minas Gerais. Governor Mateus Simões has officially signed Decree 49,215, effectively suspending the ICMS (State VAT) tax benefits previously granted to imported fish. The move is being hailed by local industry leaders as a vital step in protecting domestic production and ensuring fair market competition.

Higher Costs for Foreign Imports

Under the new regulations, all forms of imported tilapia—including fresh, chilled, frozen, whole, filleted, dried, salted, smoked, or cooked—will now be hit with the full 18% ICMS rate. When combined with other levies such as the Import Tax and PIS/Cofins (federal social security contributions), experts estimate the price of foreign-sourced tilapia will jump by 20% to 25% compared to local products.

While specific price points vary by shipment, this tax adjustment ensures that a batch of imported fillets previously costing $1,000 could now see its market entry price climb toward $1,250.

Supporting Local Producers

Thales Fernandes, the Secretary of State for Agriculture and Livestock, emphasized that this decision is a catalyst for regional growth.

"The decision strengthens tilapia farming in Minas Gerais and contributes to the advancement of the production chain, with greater technological advancement, job creation, and improved income for producers."

Anna Júlia Oliveira, technical advisor at Seapa, noted that the suspension of the ICMS deferral reduces tax distortions and brings competitiveness between national and imported products closer, directly favoring the state's specialized aquaculture centers.

Safety and Surveillance

Beyond the financial impact, the state is leveraging this period to bolster food safety. André Duch, technical director of the Minas Gerais Institute of Agriculture (IMA), highlighted that the measure coincides with a surge in health surveillance. Minas Gerais is currently expanding official laboratories and requiring full traceability of imported products to manage risks of emerging diseases.

Bruno Machado Queiroz, executive director of Peixe-MG, believes the move is essential for the industry's health.

"The decree helps to balance competition between imported and domestically produced products. [The increased cost] could reduce the entry of these products into the market and stimulate demand for local production, as well as decrease sanitary risks."

The decree is currently slated to remain in effect until October 31st, though local organizations are already pushing for its renewal to ensure long-term stability for the Minas Gerais fish farming sector.
