1. Background and significance of the document

Fishery has always been an important traditional pillar industry in Hainan, with a long history of development. Since the establishment of a free trade port in Hainan, under the strong leadership of the provincial party committee and the provincial government, and with the joint efforts of various government departments and all walks of life, Hainan Fishery has insisted on promoting high-quality development, actively responding to difficulties and challenges, and striving for change. Promote the transformation and upgrading of the fishery industry "going to the shore, going to the deep sea, and going to the recreational fishery", and the high-quality development of the fishery industry is steadily advancing. Wenchang Fengjiawan Modern Fishery Industrial Park and Ledong Pusheng Deep Sea Large-scale Equipment Breeding Base have become landmark projects of "going to the shore" and "going to the deep sea". 2. Main content of the document

5 development priorities. The first is to vigorously develop the aquatic seed industry, focusing on providing financial incentives and subsidies for the construction of seed industry bases, the establishment of fine seed farms, the cultivation of new varieties, the development of seed industry enterprises, and ornamental fish; The two aspects of breeding equipment and large-scale breeding ships will give the country the largest financial reward and subsidy support; The third is to vigorously develop industrial farming, and provide financial subsidies to industrial farming projects according to the proportion of fixed asset investment, and promote traditional pond farming to modern industrialization. The fourth is to vigorously develop recreational fishery, focusing on providing financial incentives and subsidies from the construction of high-quality demonstration bases and sea fishing competition bases and the development of fishery cultural and creative industries; The development of "fine, special and new" will provide financial subsidies for the fixed asset investment of market players.
