César Lerena: ´Train the Undersecretary of Fisheries´

This is the case of Undersecretary of Fisheries Carlos Liberman who declared: "there is no illegal fishing in the South Atlantic and fishing on the high seas is legal."

Carlos Liberman should be trained to continue occupying the assigned function, since if he does not know that there is Illegal Fishing (IUU) in the Southwestern Atlantic, he will never be able to develop a strategy aimed at ending a scourge that has affected Argentina -for at least 47 years. years - in its political, economic, biological, food sovereignty and in its territorial development. The lack of aptitude and attitude is very serious.

In March 2023 (Urgent 24, 3/30/2023) this Undersecretary “denied the complaints of illegal fishing in the Argentine Sea and stated that “foreign vessels have not been caught since 2020”; He denied, says this medium "the allegations of alleged illegal fishing and depredation in the Argentine sea. "The national official pointed out that although beyond our Exclusive Economic Zone (ZEE) there are usually a large number of vessels of various nationalities, the Argentine State would violate International Law and its own National Fishing Law if it goes out to capture vessels beyond mile 200. Emphasizing that foreign vessels have not been caught within 200 miles of Argentine waters since 2020 and that the Fishing Law was also modified "to increase the sanctions for any vessel that dares to enter illegally to our waters."

Any unsuspecting reader could admire the "commendable task" of this official to prevent illegal fishing (IUU) in the South Atlantic. The bad thing is that several have been "encouraged" and that his statements are wrong, tendentious and highly detrimental to the recognition of Argentine sovereignty in the Malvinas, South Georgia, South Sandwich (hereinafter Malvinas), Antarctica and the corresponding Argentine waters. Also for the discussion of the rights of Argentina and of all the coastal States, on fishing on the high seas of migratory resources originating in the ZEE and vice versa. In addition, that illegal fishing (IUU) also occurs within the EEZ when fish are discarded at sea, violating -among others- article 21 inc. m) of Law 24,922 in force since 1998 in Argentina.

Declare, as declared by this State agent who, by delegation of the Secretary of Agriculture, Livestock and Fisheries, exercises the Enforcement Authority and presides over the Federal Fisheries Council (who must set fishing policies), that "there is no such depredation and illegal fishing in the South Atlantic» is a finished demonstration of the supine ignorance and unacceptable functional irresponsibility of the undersecretary.
