Reduction in Fishing License Quotas

On April 11, 2024, Deputy Minister of Agriculture and Rural Development Phung Duc Tien signed Decision 1037/QD-BNN-TS on announcement and adjustment of quota allocation for fishing licenses in the region offshore for provinces and centrally run cities. 

Accordingly, the Ministry of Agriculture and Rural Development announced and adjusted the quota of fishing licenses in offshore areas to provinces and centrally run cities with an amount of 29,552 licenses; Of which, licenses for ships to catch aquatic resources are 27,132 licenses, licenses for logistics ships to catch aquatic resources are 2,420 licenses.

According to the Department of Fisheries, the issuance of quotas for fishing licenses is based on the results of the investigation of aquatic resources in the period 2011-2020; Trends in fluctuations in offshore aquatic resources; Total output allowed for exploitation in offshore areas and structure of occupations and objects of exploitation. Along with that is the orientation for developing offshore fisheries exploitation in Resolution No. 36-NQ/TW on the strategy for sustainable development of Vietnam's marine economy until 2030, with a vision to 2045.

Thus, the quota for fisheries exploitation licenses for the period 2024-2029 decreases by 5.6% compared to the period 2019-2024. This quota reduction is mainly a reduction for trawlers and an increase for ships providing fisheries logistics services. This is consistent with the orientation of resource conservation, sustainable development of the fisheries industry as well as contributing to the fight against illegal, unreported and unregulated (IUU) seafood exploitation.

The Department of Fisheries also said that the quota allocation to localities is based on the structure of ships on the same sea; socio-economic conditions, mining practices; fishing grounds conditions and resources.

Specifically, the locality with the most licenses is Kien Giang with 3,720 licenses, followed by Binh Dinh with 3,280 licenses, Quang Ngai with 3,102 licenses...
