The President signed the law on the distribution of fishing areas

Russian President Vladimir Putin signed a law on the distribution of fishing areas for the production of fish, including salmon species. The document was published on the official portal of legal acts on July 24.

“The document is designed to eliminate the risk of redistribution of fishing areas, where about 750 thousand tons of aquatic biological resources are harvested, of which 50% is salmon. It creates all the conditions for a “seamless” transfer of rights to such sites for 7,400 users,” the All-Russian Association of Fisheries Enterprises, Entrepreneurs and Exporters (VARPE) commented on the law earlier.
The law will come into force on September 1, 2024. Now conscientious users will be able to renew contracts for plots without bidding. At the same time, they will assume obligations for production control at the sites and the conclusion of an agreement on participation in the socio-economic development of the region in which these sites are located or with which these sites border.
According to German Zverev, president of the VARPE, the document fully reflects the approaches that the regional Far Eastern fishing associations have come up with.
“The main thing is that a direct and precise legal norm has been developed that establishes the procedure and conditions for concluding contracts with existing bona fide users. Most importantly, the rights and interests of all categories of users are taken into account: amateur fishing, indigenous peoples of the North, industrial fishing, the role and powers of the regions in determining the rules for site users are strengthened,” commented the head of the VARPE.

This year, a positive trend in the catch of aquatic biological resources is expected and processing volumes must be increased, the press service of the Russian Ministry of Agriculture reports following the results of the government commission for the development of the fishery complex. The meeting was chaired by the head of the Ministry of Agriculture Dmitry Patrushev.
As the head of the Ministry of Agriculture noted, last year the production of products with a high degree of processing increased: for example, fish fillet - by almost 15%, non-food fishmeal - by 123%, minced meat - by 76%.
Among the measures to support the fishing industry, the head of the ministry named preferential loans under Decree No. 512, and CAPEKS are also provided for the construction of processing facilities. In addition, it is possible to receive a deduction for the payment of fees for the use of aquatic biological resources in the production of products of deep processing.
The volume of aquaculture fish production in Russia in 2022 amounted to 383.5 thousand tons - 7% more than a year earlier. State support measures are also envisaged to stimulate this area: these are preferential loans and preferential leasing, instruments within the framework of compensatory subsidies and grants. According to Dmitry Patrushev, taking into account the increase in production, the need for resources for the development of aquaculture will also increase, primarily in specialized feed. Currently, 8 projects are being implemented for the construction and modernization of production, after completion of which the total capacity of Russian factories will increase 10 times and amount to more than 220 thousand tons of feed per year. Such a volume will fully meet the needs of domestic fisheries, the Ministry of Agriculture believes.
