Measures to protect the halibut stock

All viable catches of halibut during the conservation period must immediately be released back into the sea. This is one of several measures to ensure responsible management of the stock.
"We receive a number of inquiries from fishermen and organizations that the by-catch regulations are strict, and can be difficult to comply with when fishing for other fish species", says section head Trond Ottemo from the fisheries regulation section in the Directorate of Fisheries.

Tagging tests show that halibut generally have good survival after reintroduction. Returned halibut does not count as part of the by-catch.
If the by-catch of dead or dying halibut exceeds the permitted by-catch, the landing obligation applies.
"It is also the case that you have to consider changing fields, if in some areas you experience higher bycatch than permitted", says Ottemo.
In addition to spawning conservation, it is the case throughout the year that any catch of halibut over 2 meters must be immediately released back into the sea, regardless of whether it is viable, dead or dying.
"Such halibut should not be landed or traded due to the risk of consumers ingesting environmental toxins", says Ottemo.
Total preservation of halibut
From and including 20 December to 31 March, halibut is protected, and fishing for halibut is prohibited throughout the country.
"This is a spawning protection that will protect halibut during a period when it is particularly vulnerable to taxation, and applies to both recreational and professional fishermen", says Ottemo.

This total protection means that it is not permitted to fish for halibut with a pole or hand line during the protection period. When fishing with nets and lines, it is permitted during the conservation period to have up to 1% by-catch of halibut calculated in round weight per week, but no more than 0.5% by-catch of halibut in round weight overall during the entire period.
When fishing with other gear, by-catch of halibut is not permitted during the conservation period.

The halibut population has had a positive development with good recruitment in the north, but due to increased fishing efforts, new regulations were introduced to avoid local fishing, among other things.
"In the south, the population situation has been weak for a long time, which means that there is a need for reconstruction here", says Ottemo.
