Business and government agencies discussed the project 'Affordable fish'
(RUSSIAN FEDERATION, 8/22/2023)
At the site of the Corporation for the Development of the Far East and the Arctic (KRDV), with the support of the Ministry for the Development of the Russian Far East, a round table was held on the implementation and scaling of the social project "Affordable Fish". It is aimed at promoting Russian products on the domestic market and increasing their consumption. The meeting was initiated by the government of the Kamchatka Territory and the Fish Union.
The event was attended by representatives of the enterprises of the fishing industry, distribution companies and retail chains. Among them are X5 Group, Auchan, O'Key, Lenta, Magnit, Hyperglobus, Vkusvill, Sputnik, Ultra-Fish, Refcargotrans, Moreodor, "Agama", "Food Team", "Terminal Seroglazka", "Dalreftrans" and "DVMP". The discussion was also attended by representatives of the Federal Antimonopoly Service, the Moscow government and the Moscow Transport Innovations Foundation.
As Anatoly Bobrakov , Deputy Minister of the Russian Federation for the Development of the Far East and the Arctic, noted , Russia is in fifth place in the world in the production of aquatic biological resources, the annual catch is about 5 million tons, of which more than 70% is mined in the Far East.
“Slightly less than half (about 40% or 2 million tons) of the extracted resource is exported annually. Russian aquatic bioresources are highly valued in international markets. Of course, it is easier to export, the domestic market is complex and multifaceted, given that the Far East and the central part of the country are long distances and difficult business processes. I am sure that with the proper organization of such processes, the Russian Federation is able to fully provide itself with environmentally friendly, high-quality, but primarily affordable fish and seafood for our citizens,” said Anatoly Bobrakov.
Chairman of the Fish Union Alexander Panin , who moderated the round table, added that the project was initiated to reduce the distribution chain and increase the affordability of high-quality Kamchatka fish for the consumer.
“In order to achieve this, all project participants will have to show maximum openness to each other and find conditions for cooperation acceptable to all. The project must develop according to market rules, without prejudice to all its participants. Improving the affordability of fish products should be achieved solely by increasing the efficiency of interaction between project participants. For example, the choice of the most acceptable types of products, packaging, the moment of entering the project, the choice of optimal logistics routes and self-limiting trade margins in each link of the commodity distribution chain,” Alexander Panin emphasized. He called on market participants to join this movement.
Governor of the Kamchatka Territory Vladimir Solodov thanked the participants of the meeting for their interest and support of the project. In his opinion, the experiment with Kamchatka fish in stores, which starts this year, will increase its consumption. We are talking about the supply of Kamchatka fish to large federal networks that provide products to the central regions of Russia - Globus, Lenta and VkusVill. “We have already agreed with the fishermen to supply 3,000 tons of fish – salmon, pollock and herring. Products will be sold at a minimum markup. For now, we will launch a project with a small volume in order to work out all supply chains, identify system failures, correct them manually and show the result for further reaching specific proposals,” Vladimir Solodov specified. According to him, now it is necessary to agree on the conditions under which each of the participants - fishermen and producers, “The President supports us, he is also concerned about this problem (in Russia they do not eat enough fish - six kilograms a year less than it should be according to the norms of the Ministry of Health). All this should lead to systemic solutions and the development of a draft comprehensive state program, which will radically change the marketing system, stimulate deep processing and boost fish consumption in the country,” the governor emphasized.
The participants of the round table, many of whom have already visited Kamchatka and held meetings with local fish producers, shared their views on what needs to be done to establish cooperation, how to ensure cost-stable logistics and comply with the agreed levels of marginality self-limitation in order to ensure a competitive price of products, but prevent losses. Distributors and representatives of retail chains pointed out that the project must guarantee the declared quality of the supplied fish.
According to the chairman of the Fish Union, the organizers and moderators of the project expect that the main negotiations will be held in the very near future and contracts will be concluded so that mass supplies of fish to retail chains will begin in the fourth quarter of 2023. “We hope that theproject will acquire a recognizable style, and products supplied to retail chains will be marked with special price tags marked, for example, “Kamchatka fish,” he concluded.
According to Dmitry Klyuneev, Director of the Department for the Development of the Fishery Complex of the KRDV, the resident companies of the free port and the Kamchatka ASEZ, which have already put into operation high-tech fishing and processing complexes, are ready to assume obligations for the supply of high-quality fish products to the central part of the country. “For our part, we will provide the necessary support so that in the end the Far Eastern fish arrives on the shelves of stores in other regions of our country at an affordable price and guaranteed high quality. We hope for a successful start of the project and its scaling to other participants in production and trade in the domestic market,” Dmitry Klyuneev emphasized.
