State leaders warn that lifting restrictions could disrupt markets and stall recovery in the U.S. fishing industry

The State of Alaska is intensifying its push to extend the U.S. ban on Russian seafood imports, as a key policy deadline approaches. Lawmakers have approved House Joint Resolution 26, urging federal authorities to prolong and strengthen existing restrictions. The measure now awaits the signature of Governor Mike Dunleavy.

The current ban is set to expire on April 15, raising concerns among state officials and industry leaders that, without swift federal action, restrictions could lapse automatically. Alaska lawmakers are calling on the Trump administration to maintain a firm stance and avoid easing trade barriers on Russian seafood.

Originally introduced in March 2021 under the Biden administration, the ban was part of broader sanctions tied to the Russia–Ukraine conflict. In 2025, the Trump administration quietly extended the policy for one year, pushing its expiration to mid-April 2026.

A key turning point came in 2023, when the U.S. expanded the ban to include the so-called “re-export processing” loophole. This practice allowed Russian seafood—particularly cod and pollock—to be processed in third countries such as China before entering the U.S. market. Closing this gap significantly reshaped global seafood trade flows.

Alaska’s seafood industry has strongly backed the continuation of the ban. Local producers, long in direct competition with Russian exporters, argue that the restrictions have helped stabilize domestic markets but that recovery remains incomplete.

At a recent hearing, Jeremy Woodrow, head of the Alaska Seafood Marketing Institute, emphasized the need for policy continuity. He stated the industry requires more time to “fully secure and expand its position in the U.S. market.”

Economically, Alaska plays a central role in the nation’s seafood sector. The state accounts for over 60% of total U.S. commercial wild-caught seafood production. Its broader seafood economy generates more than $5 billion annually, supports roughly $15 billion in nationwide economic activity, and contributes around $160 million in tax revenue.

The resolution’s primary goal is to ensure there are no regulatory gaps and to reinforce enforcement mechanisms. Analysts note that the federal decision on whether to extend the ban will have far-reaching consequences for U.S. import structures, global processing routes, and pricing dynamics in the whitefish market.
